One of the most important defining features of Japan's "Free and Open Indo-Pacific" (FOIP) vision is coalition-building. Given the Yoon administration's strong political will to commit to the Indo-Pacific affairs and improve its ties with Japan, can Japan and South Korea finally forge cooperation in the Indo-Pacific region? I argue that Japan has not incorporated South Korea in its FOIP vision because of four main factors: timing, leadership transition, commitment to regional and global strategic affairs, and differing perspectives on China. Particularly, the negative impact of South Korea's leadership change and its fluctuating commitment to regional and global affairs have nurtured Japan's skepticism toward South Korea's potential role in the Indo-Pacific region. In this context, the key to overcoming such difficulties and incorporating South Korea into the Indo-Pacific network depends on the Yoon administration's conceptualization and institutionalization of its Indo-Pacific strategy and Japan's support for South Korea's current diplomatic activism

This article addresses South Korea's foreign policy toward ASEAN from a middle power approach. Using role theory, we argue that South Korea is developing a regional role to diversify its traditional ties, mitigate local constraints, and materialize its regional interests. We analyze the economic and political dimensions according to the share of trade and investment flows to the region and the development of cooperation initiatives and institutional ties. In the latter, we focus on Moon's presidency and the New Southern Policy, including a reference to the official development assistance. We also address its role in the South China Sea conflict to examine the strategic restrictions in this scenario. We state two main constraints: the need to keep the United States as a safety-guarantee partner and the critical role of China as an economic partner. Finally, we explore the challenges that a power competition scenario poses for Seoul within Southeast Asia.

An ambitious and well-structured economic plan was proposed by the former South Korean President Park Geun-hye at the International Conference on Cooperation in Eurasia, held in Seoul in 2013. This study discusses the situation of economic and social rights within the Asian continent and links the consequences of the proposed initiative. Through the South Korean diplomacy, the “Eurasian Initiative” could be realized. The study concludes with the major economic and social changes that may result from this initiative, which transforms Eurasia into an international economic center and restores its leading role. We refer to the socio-economic situation prevailing Eurasia and examine possible changes after the implementation of the proposed initiative. The study discusses the active role played by the South Korean diplomacy for initiative’s success and strengthening of ties with member states. It is likely that the projects will expand if the set goals succeed.
