This paper discusses the impact of e-governance powered by blockchain in the project and program management industry. With the rise in technological innovations, many countries have turned to e-governance for efficiency in service delivery, transparency, and decision-making. E-governance backed by blockchain technology entails improving the public services provision by implementing structures of information and communication technologies. There are many challenges with the traditional project management approach that causes organizations and its stakeholders' cost and time. Thus, the introduction of blockchain has given many organizations a new approach to adopt in order to eliminate the challenges associated with the typical project management approach. In spite of the cutting-edge technology of blockchain and its broad applications in program management and e-governance, there are still many challenges that restrain its adoption on a broader scale. The research discusses the challenges of the blockchain deployment in the program management field and e-governance in private and government sectors and it highlights the efforts put by both sectors to make use of the technology. Also, the research covers the opportunities and the advantages of a blockchain adoption in various segments. The paper uses various case studies in the UAE, in both private and government sectors, and a qualitative research approach was implemented. The case studies were on government entities such as Smart Dubai and the Ministry of Health Prevention and also private entities like DP World and Emirates NBD. The paper concludes with recommendations and solutions on how to maximize the benefit of blockchain in the program management industry and how it is improving the decision-making process.

Electronic voting systems must find solutions to various issues with authentication, data privacy and integrity, transparency, and verifiability. On the other hand, Blockchain technology offers an innovative solution to many of these problems. The scalability of Blockchain has arisen as a fundamental barrier to realizing the promise of this technology, especially in electronic voting. This study seeks to highlight the solutions regarding scalable Blockchain-based electronic voting systems and the issues linked with them while also attempting to foresee future developments. A systematic literature review (SLR) was used to complete the task, leading to the selection of 76 articles in the English language from 01.01.2017 to 31.03.2022 from the famous databases. This SLR was conducted to identify well-known proposals, their implementations, verification methods, various cryptographic solutions in previous research to evaluate cost and time. It also identifies performance parameters, the primary advantages and obstacles presented by different systems, and the most common approaches for Blockchain scalability. In addition, it outlines several possible research avenues for developing a scalable electronic voting system based on Blockchain technology. This research helps future research before proposing or developing any solutions to keep in mind all the voting requirements, merits, and demerits of the proposed solutions and provides further guidelines for scalable voting solutions.

Güncel yönetişim paradigmaları oylaşmacı süreçler ve temsili kurumlar arasındaki entegrasyonu geliştirmeye odaklanmaktadır. Bu tartışmalar çoğunlukla, açık ve saydam iletişim mekanizmalarının yanı sıra doğrudan katılımı sağlayan süreçlerin geliştirilmesine ve güven mekanizmalarının artırılmasına yönelik gereksinimler etrafında şekillenmektedir. Benzer gereksinimlerden yola çıkarak çalışmamızda, katılımcı ve oylaşmacı süreçlerin takibi ve korunmasını güvence altına alan, sosyal medya etkili yeni bir yönetişim modeli önerilmiştir. Model, etiket yapısı üzerine inşa edilmiş ve iletişimin temel mekanizmaları olan bağlam, değişmezlik, güvenilirlik ve tutarlılık gibi unsurlar etrafında şekillendirilmiştir. Bu modelin geliştirilmesinde, güncel ve değişmezliğin kontrolünü sağlayan bir teknoloji olması nedeniyle öbek zincirinin özetleme mekanizmasından yararlanılmıştır. Ancak öbek zinciri değişebilir veri, bağlam, güvenilirlik ve tutarlılık gibi mekanizmaların modellenmesi için uygun değildir. Bu nedenle, öbek zincirinin veri yapısında söz konusu mekanizmaların desteklenmesi için bazı değişiklikler yapılmış ve sonucunda da geliştirdiğimiz model ile öbek zinciri teknolojisi, zaman ve alan karmaşıklığı açısından karşılaştırılmıştır. Karşılaştırma sonucunda, geliştirdiğimiz modelin temelini oluşturan etiket yapısının, öbek zincirinin veri yapısına göre daha yüksek başarım ortaya koyduğu tespit edilmiştir. Önerimizin, topluluk yönetimlerinde güvenilir bir sosyal medya ortamı oluşturarak oylaşma süreçlerinin geliştirilmesine katkı sunması beklenmektedir.
