In this digital era, political communication has become increasingly complex with the emergence of various social media platforms and information technology. This allows for greater interaction between political leaders, parties and the electorate. In this context, the use of Big Data has become crucial in collecting, analyzing and understanding the political behavior patterns of the electorate. This research aims to explore the use of Big Data in the context of political communication analysis, especially in forming targeting and electorate segmentation strategies. Through this approach, it is hoped that an effective method can be found in understanding mass political preferences. This research uses a qualitative and quantitative approach by analyzing Big Data data from various social media platforms, online surveys and other digital data sources. Statistical analysis and machine learning techniques are also used to identify patterns of electoral behavior. The research results show that the use of Big Data in political communication analysis provides deep insight into the preferences and needs of the electorate. By utilizing available data, targeting and electorate segmentation strategies can be prepared more precisely and effectively. The conclusion of this research is the analysis of political communication, the use of Big Data has proven its value in forming targeting and electorate segmentation strategies. With an integrated approach between qualitative and quantitative data, political leaders and parties can better understand political dynamics and increase the effectiveness of communication with the electorate.

It has become increasingly popular for scholars to investigate the technology of political, personal microtargeting (PMT). We review a sample of 62 research articles in the field of political PMT and argue that these studies can be grouped according to different orientations: an interpretative orientation, either expressing hopes for voter mobilisation or strong concerns for democracy and voter manipulation, or a descriptive orientation, viewing PMT as a supplement to the traditional elements of political campaigns. We argue that these two orientations must continuously be mixed thoughtfully in a pragmatic approach that addresses public concerns on highly empirical grounds to avoid technological myths.

The use and management of Big Data in the political sphere has posed unprecedented challenges concerning democratic governance, equity, and the rule of law. As Big Data establishes itself as a resource of growing value, it is imperative to address one of the most critical challenges: data sustainability. Data sustainability involves social and ethical considerations relating to the correct use of personal data. Lack of informed consent and transparency in collecting and using personal data raises serious concerns regarding privacy and individual rights. It is necessary to define regulations and public policies that guarantee citizens’ digital rights based on ethical and democratic standards associated with data management. This article aims to review the literature in the context of data sustainability to identify how Big Data is used, particularly emphasizing its application in the policy domain and the challenges it poses for democratic governance, equity, and law. We have used systematic mapping methodology to collect relevant papers, finding 28 papers associated with democratic governance and Big Data in the context of data sustainability. From the review of these papers, there appears to be a lack of proposals focusing on applying or implementing democratic governance and Big Data. Furthermore, there seem to be no measures to assess the application of Big Data in democratic governance. From these, the need to move towards the definition of formal models that integrate Big Data practices in democratic governance is identified.
