Bidder Selection in Public Procurement using a Fuzzy Decision Support System

Abstract: Bidder selection in public procurement is a decision making problem whose primary purpose is to achieve the cost effectiveness and efficiency in the expenditure of public money. This principle is also known as the principle of “value for money”. This selection is based on many alternatives and many quantitative and qualitative criteria where qualitative criteria are often expressed as linguistic uncertain variables. The theory of fuzzy sets is a tool suitable to model uncertainty when applied to a variety of p… Show more

“…Numerous research considered fuzzy factors during supplier selection and other activities of supply chain for sustainability initiatives. Three main reasons behind fuzzy analysis are -subjective judgment of criteria, uncertainty associated with qualitative factors and variation of opinions among experts (Bobar, 2017;Ghorabaee, 2016). This research also used fuzzy criteria for such analysis.…”

“…This fact is an extremely important step towards the types of problems that should be solved by different methods of multi-criteria decision making. MCDM is one of the most important areas of decision-making theory, which is widely applied in solving real-life problems (Bobar, 2014). Furthermore, two methods of multi-criteria decision-making will be presented, as well as their application in solving real problems in terms of buying agricultural machinery.…”

“…In many practical cases of supplier selection we have qualitative attributes which are described as linguistic variables (Bobar et al, 2014). The quantitative and qualitative values of the sub-attributes are presented in Table 2.…”
