The literature on interlocal sustainability has acknowledged that the resources and authority of state governments influence the collaborative sustainability policy actions of local governments. However, there is an absence of empirical evidence that shows how this influence varies across the environmental protection, economic development, and social equity pillars of sustainability. This study uses data from a 2015 national survey of U.S. cities to shed light on the connection between state-level interventions and regional partnerships across the three primary sustainability policy dimensions. With an understanding gleaned from the concept of contested federalism, this analysis employed Bayesian techniques to examine how state fiscal support for sustainability, along with fiscal and functional decentralization in state systems, affect municipal collaborative policy efforts. The findings suggest a positive link between supportive state-level endeavors and local-level collaborations. However, state influences can have different implications across the three pillars of sustainability.

The paper presents an exploratory case study on the operation of intergovernmental relations (IGR) in Mexico during the management of the COVID-19 pandemic to identify and explain the main conflicts faced in the management of the emergency. The main findings are: Mexico is undergoing an aggressive re-centralization process encouraged by inequalities among states and their lack of professional public administrative systems; 2) formal rules for balancing IGR lose value versus informal rules based on transitory political-partisan agreements; 3) the weakness of the rule of law, power imbalances, lack of clear rules, and communication problems difficult intergovernmental collaboration in emergencies management.

Regional governments and regional intergovernmental organizations play an increasingly important role in land use and transportation planning in many countries. In the U.S., regional organizations such as metropolitan planning organizations provide regional forums and institutions to coordinate actions of local government necessary to overcome collective action problems that result from the fragmentation of local authority. Their regional scope allows them to directly address collaboration problems or broker collaborative arrangements among local governments within their boundaries. Nevertheless, the scale of regional problems often extends beyond the boundaries of these regional entities. Thus, collaboration across regional governance organizations is necessary to address problems that have multi-regional impacts, such as large transportation projects. Extant research generally measures regional collaboration based on counts of collaboration actions undertaken, but this does not account for the fact that some are symbolic, while others require resources and commitment. Drawing insights from the institutional collective action framework, we advance an explanation for how regional organizations overcome collaboration risks to participate in collaborative solutions to regional and multi-regional problems. The analysis employs a unique national survey of metropolitan planning organizations (MPOs) and adds a novel application of item response theory (IRT) to capture differences in risk or difficulty among collaborative actions. The IRT results offer support for our ICA-based explanation of collaboration commitments. The implications of the findings for theory development and empirical study of RIGOs are discussed in conclusion.
