“…Echoing the recent literature on the mechanisms supporting CP (Wieczorek and Hekkert, 2012;Mitchell, 2006;Montalvo, 2003), and the experience in Cerrito, where success was possible, the results in Villapinz on suggest that systemic (attitudinal and organizational) mechanisms are the backbone of successful CP implementation. Furthermore, the case of Cerrito shows the importance of the political will and leadership from authorities to prioritize the McSEs' agenda, include approaches based on prevention and willingness to implement a CP policy alongside command-and-control activities.…”

“…Policymakers promoting CP have not adequately recognized the specific challenges facing McSEs and why CP approaches are often out of the reach of these enterprises (Montalvo and Kemp, 2008;Blackman et al, 2007;Dieleman, 2007). First, policymakers promoting CP have adopted a technocratic approach; the social and economic components have been inadequately integrated (Lozano, 2012;Mitchell, 2006). Second, policymakers have not focused on how systemic mechanisms could be developed to help McSEs adapt and incorporate CP (Montalvo and Kemp, 2008;Baas, 2007;Montalvo, 2003).…”

“…According to Vives [2006], the disseminating of the CP concept among SMEs is constrained by a lack of resources, lack of knowledge, and the perception of SMEs that CP didn't have an impact on the environment. Other studies showed that the disseminating of the CP concept among SMEs is constrained by these factors: a lack of vision and knowledge on the part of business managers [Baas, 2007], [Studer , et al 2005], [Hilson, Nayee, 2002]; lack of internal resources such as investment capital [Mitchell, 2006], [Hitchens, et al 2003], [Frijns, van Vliet, 1999]; limited technical know-how and information about viable cleaner practices and technologies [van Berkel, 2007], [Grutter, Egler, 2004], [ Hilson, 2000]; little staff motivation for development and implementation of CP alternatives [Baas, 2006], [Stone, 2006]; and lack of availability of tailor-made tools and strategies for environmental improvement in SMEs [Jenkins, 2004]. Although there are a number of constraints in disseminating CP concepts among SMEs, a study conducted by Rahman, et al [2009] found that CP activities provide environmental improvement and it contributes to competitive advantage in Indonesian SMEs.…”
