This paper contributes to the e-government literature discussing the role of information and communication technologies (ICTs) as an enabler of different modes of production of public services. E-government developments are often associated with organizational transformations aimed to increase the efficiency and the effectiveness of the internal production of public services or to facilitate the exchange of information and the coordination among different public organizations. However, ICTs can also enable the co-production of public services allowing citizens or non-public organizations, such as NGOs, social enterprises or private companies to co-produce public services with public sector organizations. ICTs can generate new relationships and dynamics that involve actors and resources outside public organizations, modifying the ways by which the value embedded in the services is produced. This paper critically describes and compares four different ICT mediated modes of production in the 2 light of the two different logics of value creation. For each mode of public service production we identify the associated benefits, risks and possible solutions that can be deployed to mitigate the risks. Key Points for practitioners• Public services can be produced using different production configurations• Different configurations of production of public services correspond to different value creation logics• Technologies can be deployed to increase internal efficiency or to enable co-production• There are not good or bad ways to produce services but just different ways to produce value• The decision of the most suitable way to produce a service should consider the operational capabilities necessary and the need of control over the final outcome

The purpose of this conceptual essay is to challenge the inevitability of living with the destructive beast of speculative market economics in the 4 th epoch of global capitalism. We are facing an existential socioecological threat from the short-term excesses of financial capitalism, a socially irresponsible form that consumes without producing value and without bearing entrepreneurial risk, benefitting only the few. The fate of roughly 90% of humanity hangs in the balance. The primary contribution of this paper proposes a 5 th epoch of capitalism, inspired by Savall and Zardet's socio-economic and sustainable approach that restores human potential and value creation to spacetimemattering. Applying their conceptual innovation moves capitalism to a Bernácer-Perroux economic universe, with a different curvature capable of reconfiguring organizational story spacetime and resituating the antenarrative of global capitalism.

Abstract. The technological development currently applied to several media and platforms of communication is a result of the necessity of the capital to spread its operation and to shorter its time of realization. Thus, this article analyses the relation between communication, capital and culture. Our hypothesis relay on the development of the media based on the needs of capital and the needs of the States to accomplish economic and ideological functions. We propose go back to the origins of the process of commercialization of culture and of the beginning of the mass media to draw a historical path of the evolution of the media problematizing the changes in the cultural industries as reflex of the economic needs. We go through this path having the Political Economy of Communication as a theoretical basis. O desenvolvimento tecnológico hoje aplicado aos diversos meios e plataformas de comunicação resulta da necessidade do capital em expandir sua atuação e diminuir seu tempo de realização. Nesse sentido, o artigo analisa as relações entre comunicação, cultura e capital, partindo da hipótese de que o desenvolvimento dos meios de comunicação foi fomentado pelo capital e pelo Estado para cumprir funções econômicas e ideológicas. Propomos uma volta às origens do processo de mercantilização da cultura e do surgimento dos meios de comunicação de massa para traçar um percurso histórico da evolução dos meios de comunicação problematizando as transformações no seio da indústria cultural como reflexos das necessidades econômicas.
