Between national constraints and the legacies of the past: explaining variations in inter-municipal cooperation in Italian regions

Abstract: In recent years, Italian policy-makers launched several austerity policies to rationalize local government. One of the most controversial of these is obliging small municipalities to manage local services cooperatively, 1 due to the historic Italian tradition of local self-government. Its first provision (decree-law No. 78/2010), extended a number of times, is that municipalities must compulsorily manage their basic functions in municipal unions (MUs) or in covenants, each representing a different degree of in… Show more

“…Financing is equally split between the canton and the federation and the cantons take the operational lead. The NRP is thereby comparable to the regional policy of the European Union (European Commission, 2014) and to Western Europe in general (Ansell, 2002, p. 314;Casula, 2016). It follows well-established regional innovation approaches, such as Tödtling and Trippl's (2005, pp.…”

“…In the third reform episode, the alignment between the central and the regional governments (G configuration) was not sufficient to mitigate local resistance to the monocentric view that informed national policy. This sets Lombardy apart from other Italian regions where the institutional levels are more strongly aligned (H configuration), as in the exemplary case of Emilia-Romagna (Casula, 2016) where 82% of municipalities are attached to a UC (compared with just 17% in Lombardy).…”

“…By introducing more targeted IMC laws, with a particular focus on UCs, the second reform episode pushed the Italian regional administrations to play a more active role. The regions, however, adopted quite disparate measures, depending on whether they took an interventionist or a laissezfaire approach (Casula, 2016). The Lombard regional government promoted the establishment of UCs through economic incentives, but also supported non-UC models of IMC.…”
