The prevailing practice on the owner's decision of contractor selection method for a procurement project has been determined by the top manager of the procurement agency via her/his comprehensive consideration of all affecting factors. Although previous researchers have proposed some analytic models to assist the decision of contractor selection method, the procurement personnel usually tend to adopt Lowest Tender (LT) for contractor selection to avoid violation of the regulation for 'Abuse of Public Power for Private Profit' without a no clear evidence to support the adoption heterogeneous procurement method (HPM), e.g., Best Value (BV) or Heterogeneous Lowest Tender (HLT). Moreover, all previous contractor selection analytic models employ the posttendering data, it is impossible to be applied for pre-tendering decision making. To improve this drawback, the current paper proposes a Pre-tendering Graphic Analytic Model (Pre-GAM) that builds the required graphical analytic model for decision of contractor selection method using a special standardization method for historical bidding data. A real-world building construction project is adopted to demonstrate practical application and to show that the proposed Pre-GAM is able to improve the problem of post-tendering analysis and determine the correct contractor selection method.

Contractor selection is one of the most important step in ensuring the success of any construction project. Failing to adequately select the winning contractor may lead to problems in the project delivery phase such as bad quality and delay in the expected project duration; which ultimately results in cost overruns. This paper presents an approach by which a what-if scenario can be analysed in educational facilities projects in the UK; therefore if the client selected the best value contractor for a project whose submitted price is not the lowest price, a what-if scenario was conducted to show how the lowest priced contractor would have fared had he/she been awarded the contract instead. This was done by analysing historic data of projects that have selected the lowest priced contractor. Then correlations were derived between variables; which was then be inputted into a Monte Carlo Simulation to analyse 3 real educational facilities projects that used a best value selection method. Using Monte Carlo Simulation allowed us to see all the possible outcomes of cost, and duration. It was concluded that selecting the best value contractor in educational facilities projects may not be necessary in terms of cost.

Lately the Best-Value (BV) method for contractor selection has been receiving considerable attention in the public sector in many countries. However, the operations used in performing the BV method often differ due to the various government procurement requirements. Consequently, some of the methods popular in the academic community are not easily incorporated in the BV method in some countries. To enhance the procurement process, this study aims to gain experience by applying the well-known analytical hierarchy process (AHP) to weight the decision criteria for selecting BV contractors of two construction projects in Taiwan. Through these two case studies, this work confirms that the AHP provides a significant benefit for considering the individual preferences of all decision-makers when weighting the criteria. However, this study finds two major potential obstacles, the legal requirements associated with using the AHP and the time it takes to implement the AHP. To overcome these obstacles, this work suggests guidelines to meet the legal requirements for implementing the AHP in the BV contractor selection, and proposes several strategies to shorten the AHP implementation time. The lessons learned here are relevant to those countries in which BV method must be performed in a transparent and strictly regulated environment.
