Best Practices to Reduce Migration Pressures

Abstract: Are there best practices to foster economic development, reduce population growth, and protect the environment in source countries of unauthorized migration, in a manner that reduces emigration pressures and redirects migration towards legal channels? This paper outlines cooperative actions that can be undertaken by both source and receiving countries to better manage the movements of people over national borders. There are two broad approaches to foster wanted migration and to reduce unwanted migration. First,… Show more

“…What could fill the hole? Martin and Straubhaar (2002) We have a range of macro studies showing strong evidence of a tendency for emigration stocks and flows to be higher among developing countries that are progressively richer in cross-section, though many of these do not test for the decline in the right half of the inverted-U. There is no evidence that emigration rates tend to fall as countries get richer, until they are above an income per capital PPP$7,000-8,000.…”

“…3 We realise that several other theoretical and methodological approaches exist in the literature on migration and development. In addition to the 'New Economics of Labour Migration' approach mentioned above, these include migration systems theory (Kritz et al 1992); Appleyard's trilogy on emigration dynamics (Appleyard 1998), as well as work by African and Asian scholars: (Abella 1993;Adepoju 2000;Aguilar 1999;Go, 1998;Gonzalez 1998) and the work of Philip Martin (Martin 1991;Martin and Straubhaar 2002;Martin and Taylor 2001). The theory of the migration transition is worth examining here too (Amjad 1996;Lim 1996;Zelinsky 1971).…”

“…The bulk of research at the international level centers on economic conditions and suggests that world level economic control is the basis of most national migration policies (Martin & Straubhaar, 2002;. Martin and Straubhaar (2002) explore a two part practice model that maximizes remittance payoffs and encourages migrants to return home to develop the economy in his/her native country.…”

“…Martin and Straubhaar (2002) explore a two part practice model that maximizes remittance payoffs and encourages migrants to return home to develop the economy in his/her native country. Under this plan, countries with higher levels of immigration explore policies that focus on trade, investment, and aid to reduce emigration out of developing and underdeveloped nations.…”
