Absolute environmental sustainability assessments (AESAs) evaluate whether the environmental impact of a product system is within its share of a safe operating space as determined by biophysical sustainability limits such as the planetary boundaries (PBs). The choice of sharing principle has significant influence on the result of an AESA, and any studies call for further research on how to share the safe operating space in an operational way that relates to the product's contribution to the welfare of the user. In this study, we develop the “Fulfilment of Human Needs” (FHN) principle as a sharing principle that operationalizes sufficientarianism (making sure everyone gets enough). The FHN principle is tested on two case studies (a food item and a textile) against four of the PBs: climate change, land‐system change, water use, and nitrogen cycling. The operationalization of the FHN principle is slightly different between the PBs; the starting point for climate change is the average consumption pattern in countries classified as “most sustainable,” while for the other three PBs the status quo impact in the most sustainable countries is used. To operationalize the FHN principle on the product level, each consumption category is downscaled according to objective sources that determine the value delivered to the users. We demonstrate that, compared to other previously applied sharing principles, the FHN principle supports a stronger relation to the importance to the users of the delivered outcome.

The article analyses the role and place of the best available techniques (BAT) concept for achieving requirements of international agreements. BAT implementation contributes towards sustainable development goals achievement via strengthening international partnerships, establishing responsible production and consumption patterns, introducing innovations, providing all with clean water and affordable energy. The authors consider international conventions aimed at preventing and controlling pollution and thus playing a significant role in the formation of conditions for the operation of facilities with significant negative environmental impact and socio-economic development of the territories where these facilities are located. It is suggested that regional leaders and industrial management should consider BAT requirements as boundary conditions for setting strategic development goals. The article emphasizes that international conventions recommend to apply environmentally, technically and economically best available techniques, technical solutions and methods. It is shown that applying the best available techniques as internationally recognized criteria for determining resource and environmental performance parameters for certain industrial activity allows to reach mutual understanding in solving complex issues related to the transfer of (transboundary) pollutants or the elimination of sources that pose a threat of pollution. The article describes typical approaches to pollution reduction and control of the member states of the Eurasian Union and BRICS. Russian case studies on BAT application for achieving compliance with international conventions and agreements are described. It is proposed to use the experience accumulated in the European Union and the Russian Federation during development of BAT Reference documents for drawing up and subsequent application of similar documents within the BRICS. The unique Russian BAT Reference document on municipal wastewater treatment is considered as a reference for preparing such a document for BRICS cities

Ecoeficiencia: clave de la responsabilidad ambiental empresarial en el sector textil

Objetivo: Este estudio tuvo como finalidad identificar si las pequeñas y medianas empresas textiles (PYMES), ubicadas en el Departamento del Atlántico, Colombia, realizan prácticas de Ecoeficiencia para el control de residuos contaminantes. Método: se utilizó una investigación de tipo descriptivo, con un enfoque cuantitativo y un diseño de campo no experimental, en la que se aplicó una encuesta cerrada, dirigida a una muestra de 53 empresas. Resultados y discusión: Entre los principales hallazgos se encontró que el 56% de las PYMES participantes no realizan acciones para reducir el volumen o la peligrosidad de sus residuos, ya que no los consideran importantes ni rentables. Por lo tanto, estos procesos no son ecoeficientes y el compromiso con la preservación del medio ambiente y la sostenibilidad de las PYMES en estudio es insuficiente. Conclusiones: Dado que el sector textil es uno de los recursos con menor índice de reutilización del mundo, es fundamental que este vínculo con los procesos de gestión sostenible y la ecoeficiencia sea claro y constante, apuntando a una internalización de los procesos de responsabilidad social, apoyándose en el Estado, las familias, las personas y las leyes para su constante evolución y desarrollo.
