The article analyses the role and place of the best available techniques (BAT) concept for achieving requirements of international agreements. BAT implementation contributes towards sustainable development goals achievement via strengthening international partnerships, establishing responsible production and consumption patterns, introducing innovations, providing all with clean water and affordable energy. The authors consider international conventions aimed at preventing and controlling pollution and thus playing a significant role in the formation of conditions for the operation of facilities with significant negative environmental impact and socio-economic development of the territories where these facilities are located. It is suggested that regional leaders and industrial management should consider BAT requirements as boundary conditions for setting strategic development goals. The article emphasizes that international conventions recommend to apply environmentally, technically and economically best available techniques, technical solutions and methods. It is shown that applying the best available techniques as internationally recognized criteria for determining resource and environmental performance parameters for certain industrial activity allows to reach mutual understanding in solving complex issues related to the transfer of (transboundary) pollutants or the elimination of sources that pose a threat of pollution. The article describes typical approaches to pollution reduction and control of the member states of the Eurasian Union and BRICS. Russian case studies on BAT application for achieving compliance with international conventions and agreements are described. It is proposed to use the experience accumulated in the European Union and the Russian Federation during development of BAT Reference documents for drawing up and subsequent application of similar documents within the BRICS. The unique Russian BAT Reference document on municipal wastewater treatment is considered as a reference for preparing such a document for BRICS cities

According to Collin and Tynjälä (2003), the integration of theory and practice has been recognized as one of the key questions in the development of professional expertise and vocational competence. The integration of theory and practice supports a holistic view on economic, social, and environmental issues and highlights systemic thinking as well as theory-practice integration (TPI) in the educational context. A comprehensive approach to reach this scope is the Teaching-Research-Practice Nexus as framework for bridging potential gaps in education, that is, research and practice and teaching and practice, but also their interrelation with policy. TPI addresses sustainability in its whole dimension and is, as such, relevant for all SDGs. The global aim is anchoring sustainability in all dimensions of daily life as well as on all educational levels. SDG 4 is about quality education for all, and TPI is a powerful instrument on all educational levels including non-formal educational settings. Feasible tools for TPI implementation are knowledge transfer, the implementation of a knowledge value chain, cause-and-effect analysis, DPSIR analysis and indicator systems, standards and norms, best available technique (BAT), as well as crosscurricular teaching.

Importance Considering the transition of environmental management systems to the innovative format under ISO 14001:2015, it necessitates models and methods for separate enterprises and organization to harmonize their natural protection strategies with strategies for developing regional social, environmental and economic systems, as a whole, and offers opportunities for improving local environmental management tools. Objectives The research determines the types of regional economic systems in the constituent entities of the Russian Federation by volume and specifics of a negative environmental effect so to further optimize natural protection strategies at the regional level. Methods The research relies upon a cluster analysis performed by the hierarchical clustering principle through the k-means method (clustering). Calculations were made using the Statistica software package, with the regions being clustered by a set of statistical indicators of the environmental cost of public interest product manufactured in a certain constituent entity of the Russian Federation, and indicators of households' consumption of natural resources and quality of environmental management in the housing and utilities sector. The information framework comprises State reports, On the Current Situation and Protection of Environment in the Russian Federation, for 2010 through 2014. Results As the cluster analysis shows, it is possible to point out several types of regional socioeconomic systems, where each of them can be linked with a certain model of regional environmental management, which would comply with the specifics of adverse effect the economy and population have on the environment. As for two principal models of regional environmental management, we proposed specific tools to encourage enterprises for more responsible environmentally-friendly behavior. Conclusions and Relevance The proposed tools are market-oriented, stimulating the region's economy for adoption of the best available production technologies and subsequently supporting the region's economy and its economic development.
