Although organizational digital transformation (ODT) is implemented globally, Thailand and the Lao People's Democratic Republic do not possess the right factors for success under the tech-no-socio-economic paradigm. Organizations must modernize their capital resources, particularly their talent, in order to become agile, competitive, and resilient in the digital era. In this research, we identify and validate by proposing talent success factors and a framework for enabling and promoting ODT in Thailand and the Lao People's Democratic Republic. The statistical population consisted of 410 individuals who were observed in their digital businesses. Confirmatory factor analysis (CFA) shows that a four-factor model fits. The most influential factor for ODT was found to be transdisciplinary ontology talent (TOT), followed by mental model talent (MMT), enterprise architecture talent (EAT), and strategic agile talent (SAT). The findings demystified the four factors, entitled "STEM talent," in a comprehensive framework and its artifacts while explaining their respective influences. The article proposes a STEM talent and its framework for ODT with high potential, including but not limited to Thailand and the Lao People's Democratic Republic. Public policy is intended to protect the public interest, which is threatened by complex problems such as climate change, global pandemics, unsustainability, violence, and inequality. Policymakers are challenged when dealing with these issues because an array of stakeholders has different perspectives, interests, positions, value sets, resource complements, and so on. Finding common ground to move forward is a complex imperative. To that end, for the first time, this article spells out the Nicolescuian, Zurich, and Brazilian approaches to transdisciplinarity as they pertain to public policy. They each offer a different but viable way for public administrators to find practical, contextual solutions for compelling issues affecting the public interest.
O objetivo deste artigo é situar a narrativa transmídia como uma pertinente produção transdisciplinar com potencial formativo, direcionada tanto ao ensino-aprendizagem como ao desenvolvimento de professores. Para atingir esse propósito, os conceitos de transdisciplinaridade (NICOLESCU, 2000; MORAES, 2008; D’AMBROSIO, 2012) e narrativa transmídia (JENKINS, 2006; FREIRE, 2020), como noções centrais, são inicialmente detalhados. Partindo desse panorama teórico individualizado, e destacando a identidade conceitual de cada construto, esses são articulados sob o foco da epistemologia da complexidade (MORIN, 2005ab, 2015), enfatizando o potencial que dessa conexão emerge para a formação discente e docente, bem como refletindo sobre as implicações teórico-práticas dessa possível correlação.
