An influential line of thinking in behavioral science, to which the two authors have long subscribed, is that many of society's most pressing problems can be addressed cheaply and effectively at the level of the individual, without modifying the system in which the individual operates. We now believe this was a mistake, along with, we suspect, many colleagues in both the academic and policy communities. Results from such interventions have been disappointingly modest. But more importantly, they have guided many (though by no means all) behavioral scientists to frame policy problems in individual, not systemic, terms: to adopt what we call the “i-frame,” rather than the “s-frame.” The difference may be more consequential than i-frame advocates have realized, by deflecting attention and support away from s-frame policies. Indeed, highlighting the i-frame is a long-established objective of corporate opponents of concerted systemic action such as regulation and taxation. We illustrate our argument briefly for six policy problems, and in depth with the examples of climate change, obesity, retirement savings, and pollution from plastic waste. We argue that the most important way in which behavioral scientists can contributed to public policy is by employing their skills to develop and implement value-creating system-level change.

Lithium–sulfur batteries with high energy density are considered to be one of the most promising candidates for the next‐generation energy storage devices. Electrolyte as the medium for Li+ transportation between the electrodes, also plays a crucial role in inhibiting the dissolution and diffusion of lithium polysulfides in Li–S batteries. The working mechanism of Li–S batteries in different electrolytes is classified into “solid‐liquid‐solid” and “solid‐solid” conversions. Under the “solid‐liquid‐solid” conversion, Li–S batteries would inevitably face the challenges such as “shuttle effect” that lead to poor cycle performance, and under the “solid‐solid” conversion, they would face interface mismatch that limits the utilization of sulfur with low energy density, while both conversion mechanisms cause uncontrollable Li dendrites on anode. According to the conversion mechanism, electrolytes can be divided into ether‐based, ionic liquid‐based, gel polymer electrolytes, and polymer‐based solid‐state electrolytes with “solid‐liquid‐solid” conversion, as well as carbonate‐based electrolytes and oxide/sulfide‐based solid‐state electrolytes with “solid‐solid” conversion. Based on the conversion mechanism of active materials in different electrolytes, the current status on the strategies from multiple perspectives are summarized to improve the electrochemical performance, with the hope to provide a comprehensive guideline toward the development of suitable electrolytes for Li–S batteries.

Efficient Inverted CsPbI₃ Solar Cells with Pb─S Contained Organosulfide‐Halide Perovskite Heterojunction

Here robust Pb‐S covalency is successfully incorporated into CsPbI3 heterojunction by introducing a new zwitterionic organosulfide‐halide perovskite on top of CsPbI3. Cysteamine (CYS: +NH3(CH2)2S−) will react with PbCl2 and form a new 3D perovskite with much shallower fermi level on CsPbI3 surface, constructing an efficient CsPbI3/[CYS][PbCl2] heterojunction. As a result, interfacial energy loss can be significantly inhibited and device open‐circuit voltage (Voc) is increased to over 1.20 V with champion efficiency of 20.38% in inverted CsPbI3 perovskite solar cells (PSCs). Besides, the intrinsic moisture and phase stability of [CYS][PbCl2] perovskite will effectively stabilize the CsPbI3 beneath owing to its robust Pb‐S covalency. PSCs with [CYS][PbCl2] exhibit significantly improved stability, whether in moist air or under continuous maximum power point (MPP) tracking.
