Abstract-This paper reports the results obtained using the systemic basin approach, geoinformation, and neurotechnology for modeling and forecasting of the humus spatial inhomogeneity and content variations in the steppe and dry steppe zones (Kherson oblast, Ukraine). The general trend of such variations has been determined in the 0-40 cm layer for 42 years. The intensive use of irrigation and drainage activities in 1970-1989 resulted in a significant humus depletion by 0.36% on average (from 2.56% to 2.2%). The analysis in 4450 observation points has yielded a decrease in the variability, the rising polynomial dependence of the humus enrichment from the west to the east, and the logarithmic dependence from the south to the north. The neurotechnological modeling has made it possible to develop the artificial neural network for the spatiotemporal modeling of the humus content in the soils. The humus is predicted to be subject to the irreversible process of gradual depletion in the 0-40 layer until 2025 upon the use of the existing agrotechnologies: rainfed land by 0.01%/year and irrigated land by 0.03%/year. This result defines the territorial priorities of the regional policy and suggests the differentiated efficiency evaluation of the soil-protective unit of the farming systems.

Models of the Earth's climate dynamics are unstable. Climate engineering is focused on the transformation of Earth's climate, but its methods are largely inconsistent concerning the nature of the Biosphere. The cycles of matter on the Earth are mostly closed in the oceans, geological deposits, which leads to the impoverishment of the Biosphere and periodic catastrophic end of its next cycle. Actual industrial technology platform tends to raise the degree of uncertainty of the Biosphere and the Earth's climate, including incorrect application of economic instruments. systemic weaknesses of modern simulating industrial technologies of ecology, land use and nature use, industry, agriculture, urbanization, focused on solving particular problems of bottlenecks and unable to resolve the problem of stabilizing climate. It causes man-made degradation of the biosphere and the probability of loss of life on Earth The Biogeosystem technique is proposed. It is the scientific and technical branch, precluding a confrontation between the Humanity and the Biosphere. Biogeosystem technique allows you to correct the status of disperse system of soil, manage its material composition, including moisture content, aggregate properties, to improve the conditions of the plants, minimize the consumption of energy and matter per unit of biomass due to the correct management of biological processes. It is possible to renew and multiply the resources to expand and increase the biosphere biomass to produce more food, raw material and biofuels, reduce the cost of energy and material by robotics.On the basis of Biogeosystem technique is proposed the algorithm for damping Earth's climate uncertainty. The main motive of the algorithm -to strengthen and evenly disperse the photosynthesis in the Earth's biosphere, which will reduce the feedback time of greenhouse gases recycling directly in photosynthesis (carbon dioxide) in the atmosphere (air ionization by photosynthesis enhance the natural oxidation of methane in the atmosphere), to extend the biological phase of carbon and other substances.

Since the watershed of the 4th order was chosen as the lower operational and territorial unit in geoplanning (Lisetskii et al., 2014b), the external configuration of the egoregion in the Belgorod region was determined in accordance with this hierarchical level of the basin organization. The paper presents the principles of justification of the boundaries and composition of ecoregions as hydrologically separate, integral natural and economic structures, within which a quantitative and qualitative assessment of the results of the geoplanning of integrated components of the territories of nature, population and economy on the basin principle can be most effectively carried out. The work included the integration of a number of approaches: basin-administrative, eco-regional and ecologically-oriented municipalities development through long-term systems of management or natural resources. The boundaries and composition of ecoregions were grounded, database for information support of the hierarchical classification of river basins from eco-regional positions was prepared. The efficiency of implementing the concept of basin organization of the territory was assessed, as well as its regulatory and legal support and practical implementation on the example of the territory of one of the subjects of the Russian Federation (Belgorod region), which will provide sustainable development of municipalities in modern conditions by harmonizing natural, economic, social and demographic processes on their territory at a basin-administrative system of management of natural resources.
