Barriers and guidelines for public policies on climate change adaptation: A missed opportunity of scientific knowledge‐brokerage

Abstract: Progress in formulating and implementing effective adaptation policies is often hampered by a wide variety of barriers that are well documented in the literature. Among the barriers are lack of awareness, certainty, resources and political commitment. Since these and other barriers can be overcome (e.g., by raising awareness, closing knowledge gaps, and increasing resources), numerous decision-support frameworks (mainly written guidelines) have been developed for this purpose. The present paper takes stock of … Show more

“…The focus on thresholds highlights that adaptation operates at two distinct levels: changes to the physical environment and changes to the decision environment, including the rules, norms, values, and policy objectives (Howden et al 2007). Adjusting policy objectives themselves can be considered an adaptation, yet this option is missing in mainstream adaptation guidance and most practice (e.g., UNECE 2009, UKCIP 2010, Clar et al 2013). …”

“…The availability of data and modelling tools does not guarantee that adaptation strategies will be implemented by water utilities (Bolson et al, 2013;Clar et al, 2013). Reviews of awareness, perception, and use of climate information among water managers and policy makers has highlighted barriers in using data of this kind to guide risk management decisions.…”

“…These include uncertainties on climate impacts, and lack of awareness, or perhaps even political willingness [4,5]. Research on climate change policies can contribute to policy development in several ways, such as helping to build an understanding of the barriers faced in policy processes, providing knowledge, and raising awareness throughout policy cycles [6].…”
