Brazil has endured multiple political, economic, and environmental crises—and now the COVID-19 pandemic—which have drawn social inequalities into razor sharp relief. This contribution analyzes the resilience of rural families facing these crises in southern Bahia. These families have benefited from various redistributive policies over the years, including redistributive land reforms (RLRs), conditional cash transfers (CCTs), and recent emergency aid (EA) payments related to the pandemic. Each (re)distributive approach involves different notions of distributive justice informed by competing background theories of “the good,” which hold implications for concepts of resilience. Drawing on long-term research with RLR communities in Bahia, this article considers the gains achieved by different redistributive programs. Families who acquired land through RLR projects appear more resilient, especially in the face of crisis.

This study aims to analyze the access of users of the CRAS (Social Assistance Reference Center) in Riacho Fundo II, Brasília-DF, during the COVID-19 pandemic period (SARS-CoV-2), between 2020 and 2022. It considers the concerns surrounding the Emergency Aid, an urgent measure adopted by the Federal Government, in an analysis of the performance of the so-called social assistance services. The theoretical framework of the research is based on a reflection that follows the guidelines of a qualitative-quantitative approach, meaning a qualitative understanding of the phenomenon through bibliographic research, followed by a quantitative application involving field research and data tabulation.A multiple-choice questionnaire was administered to establish a behavioral profile of the study group. The obtained results led to the conclusion that there were various obstacles to ensuring citizenship and access to assistance rights during a health, economic, and social crisis, which reaffirmed the importance of socially relevant actions in safeguarding the rights of the vulnerable population. With knowledge of these challenges, the Federal, State, and Municipal governments can work to improve their management capacity, reduce bureaucracy for receiving assistance, and consider aspects of support and monitoring for these beneficiaries. This study is justified by recognizing that during the pandemic, providing assistance to the population is considered an essential service and a legally guaranteed right.

Pantawid Pamilyang Pilipino Program in the Muncipality of Omar: The Case of Student Beneficiaries

Since 2007, the Philippine government has implemented the Pantawid Pamilyang Pilipino Programme (4Ps), a conditional cash transfer (CCT) initiative aimed at reducing poverty and fostering human capital development among the nation's poorest households. This study investigates student perceptions of the program in Omar, Sulu, using a descriptive design with 100 student beneficiary-respondents selected via purposive sampling. Findings indicate that student beneficiaries at Capual National High School, mostly aged 16-19 and evenly split by gender, predominantly come from low-income families with parents earning 5,000 pesos or less monthly. They have been beneficiaries for 4 to 7 years. Results show high agreement among respondents regarding the program's implementation in financial assistance, health benefits, and education, with mean scores above 3.9. While there are no significant differences based on demographic profiles, positive correlations exist between financial assistance, health benefits, and education. Notably, variations are observed in financial assistance perceptions between genders and beneficiary tenure.
