Avoiding a crisis of motivation for ocean management under global environmental change

Abstract: Climate change and ocean acidification are altering marine ecosystems and, from a human perspective, creating both winners and losers. Human responses to these changes are complex, but may result in reduced government investments in regulation, resource management, monitoring and enforcement. Moreover, a lack of peoples' experience of climate change may drive some towards attributing the symptoms of climate change to more familiar causes such as management failure.Taken together, we anticipate that management … Show more

“…It may be tempting to view the 'winners' as gaining access to new production. However, it is essential to recall that perceived increases come at a cost to other regions [68]. Additionally, while OA effects may appear to be locally overwhelmed by temperature driven increases this should be considered in context and interpreted as limiting potential gains, and exacerbating declines.…”

“…Reduced Arctic sea ice presents new opportunities for shipping (Mumby et al, 2017) and the poleward migration of various fishery stocks, such as pelagic shelf fishes and Humboldt squid along the west coast of North America will allow some jurisdictions to increase their access to stocks or lead to the emergence of entirely new fisheries.…”

“…There is a mounting acknowledgement from researchers, managers and policymakers that anthropogenic stressors, such as elevated CO 2 and marine noise, are not reversible but are inevitable [55][56][57]. Management is now turning towards the prediction of a future in which degraded natural resources must sustain existing and new forms of exploitation.…”
