Avaliação do programa estadual “Mata Ciliar” no município de Pitangueiras, Paraná

Abstract

ResumoA recuperação das matas ciliares é fundamental para a manutenção da vida vegetal, animal e humana. Este estudo teve como objetivo avaliar a eficiência do programa estadual Mata Ciliar na ampliação das matas ciliares no município de Pitangueiras, estado do Paraná, no período de 2004 a 2006. A análise enfocou a recomposição da mata ciliar, buscando verificar os fatores que levaram o produtor rural a fazer o reflorestamento, as principais dificuldades encontradas e a visão do mesmo sobre a preservação ambiental e respectivas leis. Os resultados foram obtidos através de entrevistas sistematizadas aos produtores rurais e entrevistas informais a lideranças municipais. Concluiu-se que o programa mata ciliar mostrou-se eficiente devido à parceria estabelecida entre a prefeitura municipal de Pitangueiras, secretaria estadual do meio ambiente (SEMA) e associação dos cafeicultores de Pitangueiras (ACAPI); a instalação do viveiro de mudas nativas no município disponibilizou as mudas aos agricultores em época oportuna para o plantio; os agricultores têm consciência sobre a necessidade do plantio da mata ciliar e por fim é necessária uma política pública para incluir os agricultores nos projetos de créditos de carbono gerados com a recomposição das matas. The objective of this study was to evaluate the efficiency of a Riparian Forest state program in the enlargement of the riparian forests in Pitangueiras county, state of Paraná, in the period of 2004 to 2006. Concerning the riparian reforestation, it was ansewered the reasons that convinced the farmers to join the program, the main difficulties found in its execution, and their views on environmental preservation and law. The results by means of interviews with the farmers and county leaders. It was concluded that the reparian forest state program was efficient due to the partner ship between Pitangueiras City Hall, Government Department of Environment and Coffee Farmer Association. The installation of a native tree nursery in Pitangueiras offered plants to farmers at the opportune period for planting; the farmers have conscience about the necessity of planting riparing forests; and is necessary to do a public policy to include the farmers in the carbon credict projects created with the riparian forest restoration.
