“…Given this problem, it is vital to know which rural and remote health services ‘work well, where and why’ as the basis for delivering quality health care equitably 3 . In Australia, relevant health services research compares poorly in financial support and development against trials of clinical interventions 4 and is characterised by a paucity of rigorous evaluations of rural health services that demonstrate their ability to provide sustainable, high‐quality care 5 . The 2009 National Health and Hospitals Reform Commission Strategy 6 highlights the need to redress this situation, calling for rigorous health service evaluations based on robust indicators by which to monitor health service performance.…”

“…A difficulty for Australian nursing practice has been the lack of quality research that sits high up the evidential ladder. Hall (2003) argues that although much health policy is frequently borrowed from around the world, health services research can only be transferred after taking into account the characteristics of each country's unique system. Hence, much of our professional wisdom in the past was based on personal experience and local opinion leaders rather than rigorous research that tested the effectiveness of interventions.…”

“…Although government funding for health research has recently increased, limited funds are available for health services research. According to Hall (2003), Australian health services research funding is currently about 5% or less compared with 20% for public health. Clearly, this potentially hampers the scientific advancement required for evidence‐based practice to become a reality.…”

“…Health services research took longer to 'get off the ground' as a coherent discipline here, but similar demands for high quality interventions delivered at the most reasonable cost have led to a greater reliance on evidence from health services research [8]. With the advent of the Health Services Research Association of Australia and New Zealand (HSRAANZ) in 1999, there is now a growing community of health services researchers in these countries [9,10] – in 2004, the HSRAANZ had 112 individual members and 14 corporate members. However, as is the case elsewhere, health services research has remained largely neglected by key granting bodies, such as the National Health and Medical Research Council (NHMRC, Australia) and the Health Research Council (HRC, New Zealand).…”

“…With the exception of some attempts to quantify the inputs to and outputs of health services research in these countries [9-11], there has been no scientific attempt to assess the capacity of the health services research community in Australia and New Zealand. Indeed, little work of this kind has been done internationally.…”
