Attracting High Skilled Individuals in the EU: The Finnish Experience

Abstract: The ageing population, demographic change and a lack of skilled labour in the EU are increasingly provoking governments to apply direct measures to aggressively recruit economic migrants, particularly high skilled individuals (HSIs).
