Attitudes and opinions of commercial fishermen on whitefish management in the Gulf of Bothnia, Finland

Abstract: Catches of anadromous whitefish in the Gulf of Bothnia have declined since the early 1990s. It is generally assumed that the cause is overfishing. The professional fishermen interviewed in the present study were united in the opinion that it is necessary to set limits on the fishing of whitefish, but had differing views about the means of achieving this. “…This is a long‐term approach that involves education of fishers and carries benefits with respect to fishers' behavioral intentions. In addition, we propose that MEABR be analyzed in accordance with livelihood strategies of fishers in which differences in local economies (Scoones 1998), skills (S.G., unpublished data), flexibility (Huhmarniemi & Salmi 1999), and interests of fisher communities are developed. “…According to Leskelä, Jokikokko and Huhmarniemi (), about 60% of tagged whitefish stocked in the mouth of the River Kemijoki were caught in the Bothnian Sea and in the Quark during their feeding migration. Size‐selective fishing with gillnets along their long migration path has diminished the mean size of Tornionjoki whitefish, because the mesh sizes used in gillnet fishing have reduced since the late 1980s (Huhmarniemi & Salmi, ). In the 1940s, the mean weight of dip‐netted whitefish was about 900 g in the River Oulujoki in the Bothnian Bay (Hurme, ) compared with the present >300 g in the River Tornionjoki (Jokikokko & Huhmarniemi, ).…”
