Asylum Applications and Migration Flows

Abstract: We discuss an underutilized dataset to examine the causes of migration. The United Nations High Commissioner for Refugees publishes annual binational asylum applications and the resulting decisions. Asylum is granted to protect individuals from persecution. They are a small part of overall migration patterns: one-tenth of overall migration flows into OECD countries. The European Union receives the largest share of asylum applicants and has a low acceptance rate, but the rate increases when source countries hav… Show more

“…If climate damages are largest in poorer locations then labor movement to richer locations could reduce the regressive impacts of climate. However, pre-existing barriers to labor mobility may prevent equalization of marginal labor productivity across locations (Desmet, Nagy, and Rossi-Hansberg, 2015;Missirian, Schlenker et al, 2017), and climate changes may directly affect the feasibility of migration in the presence of credit constraints (Kleemans and Magruder, Forthcoming).…”

“…Our study differs from Neumayer (2005) in terms of the time period considered and countries covered, the empirical design used and, most importantly, the results obtained regarding several factors at play in destination countries. 5 Our study is also related to recent work by Missirian and Schlenker (2017) who examined the outcomes of asylum claims in host countries. Unlike these authors who hypothesize close scrutiny of applications or their inadequacy to explain the important rejection rates within the European Union, we show by regression analysis some measurable factors at play in the decisionmaking process in host countries.…”

“…Similarly, Missirian and Schlenker (2017) provide some interesting trends in asylum applications by showing that over the period 2000-2015, more than 60 percent of asylum applications are directed towards EU or OECD countries, and that most of the applications to the EU and OECD countries come from non-neighbors. Although the EU countries receive the large majority of applicants, they present the lowest acceptance rate (13 percent) of refugee status according to the 1951 Geneva Convention.…”
