HIGHLIGHTS• About 500 million hectares of tropical forests have been degraded due primarily to overexploitation • Preventing premature re-entry into harvested areas can retain up to 34% of carbon stocks in the forests • Adoption of reduced-impact logging and wood processing technologies (RIL+) along with financial incentives can reduce forest fires, forest degradation, maintain timber production, and retain carbon stocks • About US$1.8 Mg CO −1 2 or US$2 billion year −1 is needed for the adoption of RIL+ for the whole tropical production forests.The REDD+ scheme of the United Nations Framework Convention on Climate Change has provided opportunities to manage tropical forests for timber production and carbon emission reductions. To determine the appropriate logging techniques, we analyzed potential timber production and carbon emission reductions under two logging techniques over a 40-year period of selective logging. We found that use of reduced-impact logging (RIL) techniques alone in tropical production forests (PdF) could reduce carbon emissions equivalent to 29-50% of net emissions from tropical deforestation and land use change, while also supplying 45% of global round-wood demand. Adopting RIL plus other improvements (RIL+) in forest management (adopting forest certification and DNA timber tracking to prevent illegal logging) and wood conversion practices (adopting technology to increase recovery of sawn wood), would result in increasing long-term carbon storage in sawn-wood and reduce logging-induced fire-prone wood wastes by 14-184%. For this to happen, about US$2 billion or $1.86 per Mg CO 2 in financial Sasaki et al. Sustainable Management of Tropical Forests incentives are needed annually for parties to adopt RIL+ and to prevent premature re-entry logging. Our findings suggest that future climate policies should explicitly include RIL+ to satisfy the "sustainable management of forests" proviso in the REDD+ scheme, and also count carbon in wood products as eligible credits for trading.

SUMMARYWhen timber harvesting is an important source of local income and forest resources are declining, even forests that are designated as protected areas may become vulnerable. Therefore, regular monitoring of forest disturbance is necessary to enforce the protection of forest ecosystems. However, mapping forest disturbance with satellite imagery can be complicated if the majority of the harvesting is selective logging and not clearcuts. Our goal was to map both selective logging and clearcuts within and outside of protected areas in Western Siberia, a region with a highly developed timber industry. Combining summer and winter imagery allowed us to accurately estimate not only clearcuts, but also selective logging. Winter Landsat images substantially improved our classification and resulted in a highly accurate forest disturbance map (97.5% overall accuracy and 86% user accuracy for the rarest class, clearcuts). Selective logging and stripcuts were the dominant disturbance types, accounting for 96.3% of all forest disturbances, versus 3.7% for clearcuts. The total annual forest disturbance rate (i.e. disturbance rate for clearcuts, stripcuts and selective logging together) was 0.53%, but total forest disturbance within protected areas was greater than in non-protected forest (0.66% versus 0.50%, respectively), and so was the annual rate of selective logging (i.e. without clearcuts, 0.37% versus 0.25%, respectively). Our results highlight that monitoring only clearcuts without assessing selective logging might result in significant underestimation of forest disturbance. Also, when timber harvesting is important for the local economy and when protected areas have valuable timber resources that have already been depleted elsewhere, then additional protection may be necessary in order to maintain natural forests within protected areas. RESUMONo presente estudo, foi avaliada a acurácia dos mapeamentos do desmatamento conduzidos pelo Programa de Monitoramento do Desflorestamento na Amazônia (PRODES) do Instituto Nacional de Pesquisas Espaciais (INPE) e pela Secretaria de Estado do Desenvolvimento Ambiental (SEDAM), para o Estado de Rondônia, no período entre 2001 a 2011, utilizando imagens Landsat 5 TM. Com base nos resultados deste estudo, os mapeamentos conduzidos pela SEDAM e pelo PRODES-INPE apresentaram coeficientes Kappa similares, estimados em 0,89 e 0,87, respectivamente. Os dados do desmatamento dos sistemas PRODES e SEDAM revelaram um decréscimo nas taxas de desmatamento em todo o Estado de Rondônia no período de análise, embora os desmatamentos ilegais dentro de áreas protegidas tenham aumentado cerca de 400% entre 2002 e 2011. Assumindo-se esta tendência de desmatamento da última década, é possível afirmar que as terras indígenas e unidades de conservação (UC) em Rondônia serão os principais alvos de desmatamento e destruição nos próximos anos.Palavras-chave: sensoriamento remoto, mudanças no uso e na cobertura da terra, Floresta Amazônica. Deforestation Assessment in the State of Rondônia between 2001 and 2011 ABSTRACTThe goal of this study was to assess the accuracy of deforestation maps produced by the National Institute for Spatial Research (INPE) and the Rondônia State Secretariat of Environmental Development (SEDAM) for the state of Rondônia between 2001 and 2011. Our results show that the deforestation mappings conducted by SEDAM and PRODES-INPE present similar Kappa coefficients, which were estimated at 0.89 and 0.87, respectively. The deforestation datasets prepared by PRODES and SEDAM show a decrease in deforestation rates in Rondônia state in the study period. However, there was a significant increase in illegal deforestation (approximately 400% within the protected areas) in this period. Based on the deforestation trend observed in the past decade, we can affirm that forests inside protected areas are the main targets for deforestation in Rondônia state.
