Introduction. The mechanism for ensuring financial security is an important component of managing the longterm development of the national economy. With a low level of financial security it is impossible to maintain a state of financial independence, economic stability and sustainable economic development on a national scale. In the beginning of 2019, the state of Ukraine's national security is characterized by the destructive effect of a number of financial threats to the economic system, among which particularly vulnerable in financial aspect are: the debt dependence on donor states, the corruption of the financial system management mechanism, the growth of the shadow economy, the recession of the banking sector systems, etc. In view of this, scientific research aimed at improving the methodological support for monitoring the financial condition of the national economy is relevant.Purpose. The purpose of the study is to provide scientific substantiation of the essence of financial security of Ukraine, to make an analysis of the impact of internal and external threats on its level as of the beginning of 2019.Results. The article analyzes the essence of the financial security of the country and proposes a list of its components. This vision of the essence of financial security of the state is substantiated. The external and internal threats to the financial security of the state as of the beginning of 2019 are identified. The main elements of the provision of financial security of the state are specified. Priority measures for strengthening the state of financial security of Ukraine in the strategic perspective are noted.Conclusions. The analysis of the problematic aspects of providing financial security in Ukraine shows that in today's economic conditions, the domestic authorities need to critically re-evaluate the government's actions in managing the financial system and implement a series of reforms in the debt, budget, foreign exchange, foreign economic and monetary spheres. The Ukrainian government should stop the mass exodus of capital, reduce and prevent the development of the shadow financial sector, and also eliminate the excessive external debt and the deficit in the state budget. Implementation of the proposed measures in the form of the Strategy for ensuring financial security of the state will strengthen the Ukrainian economy. УДК 336.71 Шевченко Є. Dynamic development of the financial system has an increasing impact on the state and development of both national economies and the world economy. This problem is especially acute in developing countries and is predetermined by their economic, social and political development. It also requires constant evaluation and control over the level of their economic development in terms of financialization. Within the framework of the European Neighborhood Policy, the EU cooperates with the countries of the region to deepen and strengthen the relations and helps to increase the stability and sustainability of its Eastern neighbors. Ukraine, Moldova, and Georgia today are currently Associated Eastern Partnership members. Using the panel data for these countries over the period of 2007-2017, the relationship between economic growth and indicators of financialization of the economies was determined. To this end, a fixed-effect regression model, the statistical adequacy of which was confirmed by many indicators (significance levels, Rsquared coefficients, the Breusch-Pagan test), is also used. It was determined that employment, exports of goods and services, added value created in the industrial sector, the ratio of bank capital and reserves to total assets, the share of М1 monetary aggregate in GDP, deposit rate, and Gini index had a positive influence on economic growth of the countries in question.

Abstract. The main methodological problems of the organization and implementation of the process of financial security management within the functioning of economic systems of different levels are identified. To meet the methodological needs of financial security management under financial security itself, it is proposed to understand the state of protection of financial interests in various sectors and functional areas of financial activities of the economic system and its main participants from external and internal threats, which ensures the effectiveness of economic relations, related to the implementation of financial guidelines for the development of economic, socio-economic, economic systems. It is established that the classical approach to the structure of the financial security subsystem in the system of economic security at any level of management positions it as a set of factors, the state of which determines the financial capacity of the entity or system to counteract economic risks and threats and their negative financial impact on the system respectively. The elements of financial security at the micro and macro levels are systematized according to such parameters as the financial security system, security entities, information principles, personnel component, management mechanism, resources, tools, instruments. A 16-component model of financial security management is proposed, which provides for the possibility of building a management system on four fundamental parameters: organizational culture, progressive and sustainable development, continuous optimization of the management process and ensuring its systemic nature. The proposed formulas for calculating the level of financial security of the state and the level of financial security of the entity based on the author’s approach to segmenting their system for diagnostic purposes allow to obtain a rapid assessment of the financial security of the economic system, of course. Conceptual bases of the system approach to management of financial security of economic system taking into account object of management, subjects of management, the management mechanism, system of maintenance of process of management, principles of management and an estimation of level of safety are presented.
