Abstract:The rural population in Bosnia and Herzegovina (BH), which constitutes more than half of the total population, experienced serious incidences of extreme weather events in the past two decades. This part of the population is vulnerable to climate change due to significant dependence on agriculture as a climate-sensitive livelihood option. However, the source of their vulnerability is due not only to the extent and magnitude of these extreme climate events, but also to the internal status within the vulnerable systems before the occurrence of such events. In order to explore the different dimensions of vulnerability, we used a set of 20 indicators to quantitatively assess the vulnerability of the rural population to climate change at the local level in BH. Two summarizing and two weighting methods were applied to assess vulnerability-Equal weights (EW) and principal component analysis (PCA). Based on the results obtained, we concluded that the current socio-economic conditions and the increased environmental pressure as a result of the present human-environment interactions are the main determinants of vulnerability in most vulnerable municipalities, rather than the degree to which these municipalities are exposed to significant climatic variations. Most vulnerable municipalities are located across the north, with a gradual decrease in vulnerability towards the central, north, and east of the country. Vulnerability increases again from here towards the south of the country. The number of municipalities classified as the highest and highly vulnerable increased when the second summarizing method and weighted indicators were used. However, the general geographic distribution of vulnerability did not change substantially compared to the first method. The approaches used in this study provide some valuable results at the local level, and are presented in a way that is practical for decision-making processes and may serve as a base for further research when designing effective adaptation and mitigation strategies, especially in the regions with similar climatic and socio-economic conditions.

This paper represents an index model developed for the assessment of risk caused by river floods. The main purpose of this model is to evaluate the flood risk in the western coastal region of Mazandaran Province/Iran. The model assesses the risk at triple components, i.e. the flood occurrence probability, vulnerability and consequences, through identification and evaluation of effective criteria categorized into seven indexes (environmental, technical, economic, social, depth, population and sensitivity ones) that are involved in all stages of flooding (source, pathway and receptor). The flood risk in the developed model is defined by a dimensionless magnitude called as risk score between 0 and 100 for each zone of the area under assessment by calculating and combining of two newly defined factors: occurrence and vulnerability factor and impact factor. The model was applied in a case study, the Nowshahr flood in 2012. The results showed that: (i) the flood risk zoning was compared with observed data for aspect of the damages, and general agreement between them was obtained; (ii) for urban zones, which surrounded by two rivers, would easily be in critical condition and rescue operations face difficulties; and (iii) it is necessary to review the location of the emergency services, according the flood risk zoning.

Climate variability is amongst an array of threats facing agricultural livelihoods, with its effects unevenly distributed. With resource conflict being increasingly recognised as one significant outcome of climate variability and change, understanding the underlying drivers that shape differential vulnerabilities in areas that are double-exposed to climate and conflict has great significance. Climate change vulnerability frameworks are rarely applied in water conflict research. This article presents a composite climatewater conflict vulnerability index based on a double exposure framework developed from advances in vulnerability and livelihood assessments. We apply the index to assess how the determinants of vulnerability can be useful in understanding climate variability and water conflict interactions and to establish how knowledge of the climateconflict linked context can shape interventions to reduce vulnerability. We surveyed 240 resource users (farmers, fishermen and pastoralists) in seven villages on the southeastern shores of Lake Chad in the Republic of Chad to collect data on a range of exposure, sensitivity and adaptive capacity variables. Results suggest that pastoralists are more vulnerable in terms of climate-structured aggressive behaviour within a lake-based livelihoods context where all resource user groups show similar levels of exposure to climate variability. Our approach can be used to understand the human and environmental security components of vulnerability to climate change and to explore ways in which conflict-structured climate adaptation and climate-sensitive conflict management strategies can be integrated to reduce the vulnerability of populations in high-risk, conflict-prone environments.
