Assessing the Progress of REDD+ Projects towards the Sustainable Development Goals

Abstract: Almost a decade since the establishment of Reducing Emissions from Deforestation and Degradation (REDD+), this study investigates the extent to which REDD+ projects are delivering on the promise of co-benefits and the elusive 'triple-win' for climate, biodiversity, and local communities. The Climate, Community and Biodiversity Alliance (CCB) is among several leading REDD+ certification standards that are designed to support the delivery of social and environmental co-benefits, and 'socially-just' carbon. “…A holistic approach should inform the development of robust and explicit policy targets aligned across the UNFCCC, CBD and SDGs (Milbank et al, 2018; Panfil & Harvey, 2016). Together with baseline assessments and better monitoring of NbS outcomes, explicit targets can help to ensure multiple benefits for biodiversity (Chatzimentor et al, 2020; Xie & Bulkeley, 2020), social equity, climate and other goals.…”

“…Consequently, so-called nature-based solutions have become a prominent approach for delivering 'win-wins' in the form of socially just and environmentally sustainable outcomes [5,6]. The apparent potential to deliver social and environmental co-benefits-leading to a range of sustainable development goals, while avoiding the pitfalls of alternative approaches-partly explains why policy-makers, programmers and researchers alike are interested in these approaches [7,8].…”

“…Approaches developed thus far include payments for ecosystem services (PES) and reducing emissions through deforestation and forest degradation (REDD). While huge investments have been made especially in REDD (and REDD +), progress has been slow (Clements 2010;Brockhaus et al 2015;Börner et al 2017;Ferraro 2017;Milbank et al 2018;Andrews et al 2020). An approach that has not been well explored is using inclusive finance and community savings and loan models to incentivize ecosystem management or restoration activities.…”
