The observed spread of coronavirus infection across Russian regions, as a first approximation, obeys the classic laws of diffusion of innovations. The article describes in detail theoretical approaches to the analysis of the spread of social diseases and discusses methodological limitations that reduce the possibility of predicting such phenomena and affect decision-making by the authorities. At the same time, we believe that for most regions, including Moscow, until May 12, 2020, the dynamics of confirmed cases are a reduced and delayed reflection of actual processes. Thus, the introduced self-isolation regime in Moscow and other agglomerations affected the decrease in the number of newly confirmed cases two weeks after its introduction. In accordance with our model, at the first stage, carriers infected abroad were concentrated in regions with large agglomerations and in coastal and border areas with a high intensity of internal and external links. Unfortunately, the infection could not be contained, and it started growing exponentially across the country. By mid-April 2020, cases of the disease were observed in all Russian regions; however, the remotest regions least connected with other parts of Russia and other countries had only isolated cases. By mid-May, at least in Moscow, the number of new cases began to decline, which created the prerequisites for reducing restrictions on the movement of residents. However, the decrease in the number of new cases after passing the peak of the epidemic in May is slower than the increase at the beginning. These facts contradict the diffusion model; thus, the model is not applicable for epidemiological forecasts based on empirical data. Using econometric methods, it is shown that for different periods of diffusion, various characteristics of the regions affect the spread of the disease. Among these features we note the high population density in cities, proximity to the largest metropolitan areas, higher proportion of the most active and frequently traveling part of the population (innovators, migrants), and intensive ties within the community, as well as with other regions and countries. The virus has spread faster in regions where the population has a higher susceptibility to diseases, which confirms the importance of the region's health capital. The initial stage was dominated by random factors. We conclude this paper with directions for further research.

Abstract-The authors searched for ways of increasing a region's reproductive potential and enhancing its involvement in inter-regional and international division of labor. The study is based on simultaneous examination of a region as functional and structural subsystems of national economy by methods of quantitative and qualitative analysis. The paper presents theoretical assumptions and methodological foundations of research into the reproductive potential in the framework of regional economic management regarding resource, dynamic and resulting components. The authors developed a conceptual approach to study of the reproductive potential including three inter-related groups of potentials: resources, factors and results of economic development, which allows one to consider the complex of in-line, torque and dynamic parameters and to carry out assessment by means of a graphical model. The authors proposed an expanded view of an aggregate potential: a latent potential (implicit and unmeasured potential value); an actual potential (power and size of economic system); a forecasted potential (reserves and unused opportunities). The authors identified features of the reproductive potential (consistency, controllability, built-up capacity, variability of sizes and borders), which allow defining it as a major subsystem of regional regulation. The authors described features of the region's reproductive potential: its specific structure, dual focus of operation, a significant role of import and export.

В статье рассматривается проблема количественной оценки факторов сложившегося неравенства социально-экономического положения субъектов Российской Федерации. Предлагается специальный коэффициент, с помощью которого проанализировано современное состояние социальной и экономической сферы субъектов и динамика её составляющих. Для расчёта коэффициента использовались статистические показатели за период с 2005 по 2017 г. Были рассчитаны значения коэффициента по всем субъектам Российской Федерации, выделены группы субъектов в зависимости от состояния их социальной сферы и экономики, показаны субъекты с наибольшей положительной или отрицательной динамикой социально-экономической сферы. Для оценки особенностей динамики социальной и экономической сферы субъектов Российской Федерации весь рассматриваемый период делился на трехлетние этапы, проводился ежегодный анализ значений коэффициента по субъектам. Выделена прямая зависимость между значениями коэффициента с размером валового регионального продукта на душу населения и их сходная динамика. В ходе анализа рассчитанного коэффициента было выявлено сходство между субъектами в период социально-экономических кризисов и восстановительного периода после них. Было отмечено, что социально-экономическое развитие субъектов зависело главным образом от их специализации, экономико-географического и транспортно-географического положения, агломерационного эффекта. Важнейшим фактором развития субъектов, динамики их социальной и экономической сферы являлось качество управления со стороны федеральных и местных властей имеющимися экономико-географическими факторами на территории. Отмечена важная роль добывающей промышленности, как основного вида экономической деятельности, для развития социальной и экономической сферы в субъектах с экономикой ресурсного типа, большинство которых являются лидерами по значениям коэффициента. A special coefficient is proposed, with the help of which the current state of the social and economic sphere of the subjects and the dynamics of its components are analyzed. To calculate the coefficient, statistical indicators for the period from 2005 to 2017 were used. The coefficient values were calculated for all subjects of the Russian Federation, groups of subjects were identified depending on the state of its social sphere and economy, and subjects with the greatest positive or negative dynamics of the socio-economic sphere were shown.
