Assessing the Impact of Land Use Policy on Urban-Rural Sustainability Using the FoPIA Approach in Yogyakarta, Indonesia

Abstract: This paper presents the results of a sustainability impact assessment (SIA) of policy induced land use changes in Yogyakarta, Indonesia. The regional problems include rapid expansions of urban areas, due to high population pressure, and the conversion of paddy fields and forests into settlements. The objective of this study was to assess the impacts of two land use policies on social, economic, and environmental Land Use Functions (LUFs) in Yogyakarta. The following scenarios were developed for the SIA: a fore… Show more

“…Research on LULC change detection has attracted much attention since the 1970s [2][3][4][5][6]. Timely and accurate LULC change detection of Earth's surfaces provided the foundation for better understanding human-nature relationships and interactions [7][8][9][10][11]. Since the Landsat satellite was launched in the early 1970s, multitemporal remote sensing data, especially time-series Multispectral Scanner (MSS), Thematic Mapper (TM), Enhanced Thematic Mapper Plus (ETM+) and Landsat Data Continuity Mission (LDCM) images, have been widely used for examining LULC change [6,12,13].…”

“…In this study, the traditional three-phase FoPIA approach after König et al [33] was expanded to a five-phase approach involving (1) a new context analysis phase; (2) sustainability context specification; (3) scenario and indicator development; (4) impact assessment (weighted and non-weighted); and (5) a new policy recommendation formulation phase.…”

“…For this study, FoPIA was adapted from König et al [33], who defined three assessment phases: context analysis, specification of the sustainability context, and scenario impact assessment. In addition to these three phases, we have included two new assessment phases: first, a pre-assessment phase of a comprehensive literature review on region-specific land use issues.…”
