Sustainable transport, such as using inland waterway transport (IWT), represents a major pillar of the European Green Deal to reduce global warming. To evaluate the different inland transport modes (road, rail, IWT), it is crucial to know the external costs of these modes. The goal of this paper is a critical review of external cost categories (e.g., accidents, noise, emissions) and external cost calculation methods of IWT to provide ideas for future research. We identified 13 relevant papers in a literature review dealing with external costs of IWT. In a meta-analysis, the papers were assigned to the seven external cost categories: accident, noise, congestion, habitat damage, air pollution, climate change and well-to-tank emissions. The most investigated external cost categories are climate change, air pollution and accidents. Two studies were identified as the major external cost calculation methods for IWT in the abstract. Our paper shows that the data basis of IWT is significantly lower than for road/rail. The measurement of energy consumption and related emissions of IWT needs to be qualitatively and quantitatively improved and brought up to the level of road traffic, to ensure an accurate comparison with other modes of transport.

Energy Efficiency of Inland Waterways Transport for Agriculture: The Ukraine Case Study

In Ukraine, there has been an increase in agricultural production. The availability of river basins and seaports contributes to the use of inland shipping. However, there is a lack of understanding of how to reduce the energy consumption of inland shipping. We assume the hypothesis that the energy efficiency of inland shipping is much higher than it is technically possible. The purpose of this study is to identify perspective energy-saving technologies for IWT. We use statistical information to determine the export potential and to reveal the status of inland navigation. Traction efficiency, theoretical and actual specific fuel consumption were used as indicators to determine the energy efficiency. The main results are as follows. We have found the grain and sunflower seed production in the Dnieper Basin (Ukraine). Their shares range from 34.75 to 50.92% of national production. Therefore, there is a significant flow of products for inland shipping. The present status of inland waterways transport has been analyzed. The main novelty of this study is the finding of actual and theoretical technical specific energy consumption. It is revealed that actual specific energy consumption is five times higher compared to the theoretical one. Self-propelled vessels are inferior in energy efficiency to towing barges. The energy efficiency of inland waterways transport has been compared to railways and road freight transport. Transport management was identified as the more effective tool to improve the energy efficiency of inland shipping.

Transportation sector enables the transfer of goods and services that forms the basis of the economy and the work of people. It supports global productivity and is a key for economic growth. On the other hand, transportation is largely based on fossil fuels and generates greenhouse gas emissions. Moreover, it releases other pollutants and creates local air pollution. Although the air pollutant emissions of road transport of Turkey have decreased over the years due to new emission standards, greenhouse gas emisions of the same sector in Turkey have been sharply increased. Therefore, there is an urgent necessity of focusing on sustainable transport strategies to reduce emissions from transportation sector. The sustainability of the road transportation depends on alternative fuels and electric vehicles. Alternative fuels like biodiesel and bioethanol have already been used in motor vehicles for many years. Using alternative fuels reduce the release of air pollutant emissions except nitrogen oxides. However, alternative fuel production generally depends on local farming and not common every part of the world. Electric vehicles are a hope for road transport sustainability. Hybrid electric cars consume less fossil fuel and full electric cars run on only by electricity. If electricity comes from an alternative energy source, transportation by electric vehicles will be much more sustainable since it does not produce any greenhouse gas or air pollutants. This paper briefly discusses motor vehicle air pollution problem and gives some information about Turkish road transport sector emissions. Furthermore, it reviews sustainable road transport options mainly by focusing on alternative fuels and electric vehicles. Also, there exist some suggestions for policy makers about the sustainability of transportation sector.
