Pembangunan jaringan jalan baru memberikan dampak tidak langsung terhadap sosial ekonomi bagi penduduk di sekitarnya. Dalam jangka pendek, perkembangan sosial ekonomi akan terlihat dari berkembangnya aktivitas ekonomi. Jalan Lingkar Selatan Salatiga memiliki peran vital sebagai penghubung antara wilayah Jawa Tengah bagian Utara dengan wilayah Jawa Tengah bagian Selatan. Jalan Lingkar Selatan Salatiga ini merupakan jaringan jalan baru yang terletak di kawasan pinggiran Kota Salatiga, yang didominasi oleh kawasan pertanian dan intensitas penggunaan lahan terbangunnya lebih rendah jika dibandingkan dengan di pusat Kota Salatiga. Keberadaan Jalan Lingkar Selatan Salatiga diduga memberikan pengaruh kepada perkembangan kawasan di sekitarnya. Lingkup penelitian dibatasi pada konteks ekonomi mikro yang membahas perubahan aktivitas ekonomi penduduk sebagai individu dalam memanfaatkan sumberdaya di sekitarnya setelah adanya Jalan Lingkar Selatan Salatiga. Hasil penelitian menunjukkan bahwa perubahan sosial ekonomi di sekitar Jalan Lingkar Selatan Salatiga kurang signifikan karena terjadi secara sporadis. Kontribusi pembangunan jalan hanya sebatas dalam meningkatkan aksesibilitas suatu kawasan. Perubahan aktivitas sosial ekonomi sendiri merupakan keputusan yang dipengaruhi banyak faktor yang berbeda-beda pada masing-masing wilayah.

A Sustainable Historic Waterfront Revitalization Decision Support Tool for Attracting Tourists

Waterfront revitalization would be an effective strategy to preserve heritages, conserve the contaminated or abandoned site and inspire the identity and authenticity. However, there is no decision support tool to quantify and evaluate the sustainability accreditation of waterfronts in tourism attraction. This research aimed to identify the most potential waterfront typology in tourism attraction and develop the waterfront sustainable revitalization (SWR) index assessment model. The SWR index can assist policy makers and urban developers to analyze the heritage waterfronts using Analytical Hierarchy Process (AHP) method. The research found out the historic waterfront has the highest potential in tourism attraction among other typologies. And, pollution moderator is mostly important sub-criterion in tourism absorption (W C2.2 = 0.1294); followed by Identity (W C1.2 = 0.1272) and Safety and well-being (W C1.3 = 0.1043). The SWR index can be applied in any waterfronts in heritage cities around the world, while this research implemented it as a case study in Bandar Maharani, Muar, Malaysia. It resulted Bandar Maharani was ranked as grade C; means, usable waterfront to which extent environmental, social and physical revitalization are needed. The SWR index can be coupled with other decision-making methods in future, to reduce its inconsistencies and increasing accuracy.

As a planning strategy, "connectivity" has been used to promote the functions of Urban Waterfront space to revitalize the city. By analyzing the hierarchy of functions of Urban Waterfront, namely ecological function, social function and context function, an index system of assessing its functions is proposed. In order to overcome the drawbacks which are only used numerical scales or simple linguistic values in the traditional expert evaluation for the functions of Urban Waterfront, a proportional 2-tuple linguistic representation model is introduced. Some proportional 2-tuple linguistic aggregation operators are proposed, such as PTWA, PTOWA, PTHA operators. A group decision making procedure to evaluate the functions of urban waterfront by the proposed proportional 2-tuple linguistic operators is developed. A case study of two typical redevelopment projects in West Lake Waterfront of Hangzhou of China is also provided.
