The high penetration of smartphones and the advanced capabilities of the software that they can host, forces public agencies to rapidly transform their services in the mobile government environment for maximizing utility of services and minimizing costs. In this context, the aim of the paper is primarily to review the smartphone use and capabilities in agriculture. An overview of apps targeted to the agricultural business sector is provided. Secondly, the potential use of smartphones for mobile government is discussed and a transactional mobile government app for the Android operating system is proposed based on a case study for agriculture. The mobile government app is based on a previously developed electronic government system for farmers. Design and technical aspects for the implementation of the proposed app are presented and discussed. Such apps hope to be a promising solution for farmers enabling them to access government information and transact with public agencies at their convenience and at a location of their choice.

An Angkola farmer is a farmer from Angkola, South Tapanuli, North Sumatra, Indonesia. The Angkola farmer has an interesting transitivity to be examined when viewed from the underlying culture. The farmer studied was 68 year old farmer. The selection of the farmer is done because the more senior means the more life experiences can be conveyed so that the descriptions of the participant constituents, the process constituents, and the circumstantial constituents can be properly established. Through interviews, the data last for about 20 minutes. The analysis of this study shows that the use of constituent participants: ellipsis by farmer is as much as 51.53%, the use of process constituents: material; doing is as much as 51,78%, the use of process: behavioral: mental is 13,69%, process usage: mental: affective is 10,71%, use of constituent circumstance: location: place is 26,41%, and the use of circumstance: cause: behalf is as much as 25.47%. Based on the exposure, it can be stated that the Angkola farmer is a simple person, that is, sincere, hardworking, loyal, responsible, not easily despaired, and grateful for what God has given to him.

There is a growing use of mobile phones in rural areas on account of its relative inexpensiveness and lack of requirement for an urban environment. As a platform for accessing information through text messages and voice calls, farmers are able to collect agricultural information which may lead to higher productivity due to technology spillover. If the use of mobile phones contributes to the improvement of farmers' productivity, their agricultural output level should increase. In this study, we investigate the adoption of mobile phones to obtain agricultural information and its effect on smallholder maize farmers' production using cross-sectional data from Zambia. Understanding such causal effects is indispensable especially against the background of vision 2030. The propensity score matching (PSM) method was adopted to estimate the average treatment effect of treated of mobile phone adoption in agriculture. We found that the use of mobile phones significantly increases farmers' productivity, by about 30%. If farmers start to adopt mobile phones to collect agricultural information, the total maize output would also increase by 30.36%, which would culminate in feeding two more people per household daily for the whole year. Therefore, we cautiously conclude that mobile phone use in agriculture serves the purpose of contributing to the fight against hunger via enhancing maize production and this is driving its popularity among smallholder farmers in rural Zambia.
