Local plans are key components of municipal planning and scholars have developed methodologies to evaluate them. However, the purpose and use of local plans may vary, making their evaluation challenging, especially in comparative studies. In this context, existing evaluation methodologies that target local plans do not always account for the purpose of plans when evaluating their quality. Moreover, it is still unclear whether high-quality plans are better implemented than plans of lower quality. In this paper, we propose an integrated evaluation approach that links plan quality to implementation. To assess plan quality, we developed a flexible framework that accounts for the fact that local plans may present different characteristics according to their purpose. The framework rests on the analysis of the communication- and action-oriented dimensions of plans, and a system of coordinates that enables the classification of plans into four types (i.e. visions, blueprints, communicative policy acts, and basic plans) according to the score on each dimension. Plan implementation, assessed as conformance and performance, is determined based on the perception of local planners. Our approach and framework are applied to a set of 37 Swiss local plans. The approach is presented in a transparent way and requires basic numeracy skills, making it accessible to scholars and planning practitioners. Findings may be used to guide municipalities towards enhancing the quality of plans and identify best practices.

Many countries use spatial planning instruments to coordinate interests in land use and influence land-use change. In Switzerland, the cantonal structure plan (kantonale Richtplan) serves as the main spatial planning instrument at the cantonal level. Coordinating land-use interests and influencing land-use change requires 'regional governance capacities'. This paper presents an analytical concept of regional governance capacities in spatial planning using the policy arrangement approach and drawing from the spatial planning implementation and evaluation literature. The canton of Zurich, with its embedded cases on the regional and local levels, serves as the case study for testing the analytical concept. Empirical evidence from qualitative interviews, observations and document analyses reveals a coexistence of various regional governance capacities within the canton of Zurich. Whereas regional governance capacities regarding the promotion of inner development in urban areas emerge as high, the results unveil mixed regional governance capacities when it comes to coordinating transport and land-use planning. To make judgements about regional governance capacities in spatial planning, it is essential to observe various spatial challenges, spatial scales and local examples.

Economic efficiency is the key issue of sustainable development in urban agglomerations. To date, more attention has been paid to the estimates of productivity gains from urban agglomerations. Differing from the previous studies, this paper focuses on the influencing factors and mechanisms of the economic efficiency of urban agglomerations, and check the effects of three different externalities (industrial specialization, industrial diversity and industrial competition) on the economic efficiency of urban agglomerations. The selected samples are multiple urban agglomerations, and the economic efficiency of urban agglomerations includes single factor productivity and total factor productivity. China’s top 10 urban agglomerations are selected as the case study and their differences in economic efficiency are portrayed comparatively. Firstly, a theoretical analysis framework for three different externalities effect mechanisms on the economic efficiency of urban agglomerations is incorporated. Secondly, economic efficiency measurement index system composes of labor productivity, capital productivity, land productivity and total factor productivity, and the impact of various factors on the economic efficiency of urban agglomerations is tested. The results confirm some phenomena (MAR externality, Jacobs externality and Porter externality) discussed or mentioned in the literature and some new findings regarding the urban agglomerations, derive policy implications for improving economic efficiency and enhancing the sustainability of urban agglomerations, and suggest some potentials for improving the limitations of the research.
