ABSTRACT. Shellfish aquaculture is often positioned as an adaptive alternative to traditional resource industries, but the social and cultural effects of expanding production on coastal/marine social-ecological systems are unclear. Reporting on a multimethods study, we present perceptions about shellfish aquaculture collected through interviews, participant-employed photography, and a household survey in British Columbia, Canada. With an approach focused on local preferences for social-ecological conditions and the ways in which those conditions may be enhanced or diminished, we indicate that perceptions of the effects of aquaculture on the environment, economy, and lived experience are composed of both objective and subjective components. Interview responses and survey opinions varied widely and included bimodal responses. Industry interviewees tended to focus on environmental and economic benefits while acknowledging concerns about the environment and lived experience. Nonindustry interviewees typically questioned the environmental effects while underscoring economic benefits and negative effects on experience. Most survey participants felt positively about the effects on the economy, expressed negativity and uncertainty about effects on the environment, and demonstrated the greatest variability in opinions about effects on lived experience. Findings revealed uncertainty and alienation across all dimensions. Our findings, used as an analytical lens, support the usefulness of the concept of well-being in attempts like this one to understand the dynamics of coastal communities by providing a framework for deciphering what is important to individuals and societies experiencing change and considering adaptations.

ABSTRACT. In this study we examine poverty in local fisheries using a social-ecological resilience lens. In assessing why "fishery may rhyme with poverty", Christophe Béné suggests a typology of impoverishment processes, which includes economic exclusion, social marginalization, class exploitation, and political disempowerment as key mechanisms that accelerate poverty. We extend his analysis by exploring these four mechanisms further and by intertwining them with processes of environmental change and degradation. Our goal is to understand poverty in local fisheries as a process rooted in social and institutional factors as influenced by ecological dynamics. We argue that understanding poverty will require a focus on the social-ecological system (SES) as a whole, and addressing poverty will mean rebuilding not only collapsed stocks but the entire social-ecological system, including restoring relationships between resources and people. Information from two cases, the Chilika Lagoon on the Bay of Bengal in India, and the Paraty region on the southeastern coast of Brazil, is used to understand how fishery social-ecological systems come under pressure from drivers at multiple levels, resulting in a range of impacts and pushing the system to a breaking point or collapse. We analyze elements of what it takes for the whole system to break down or collapse and push fishers into poverty and marginalization. The Chilika SES has already broken down, and the Paraty SES is under pressure from multiple drivers of change. The two cases help contrast key dynamics in the social, cultural, economic, political, and environmental spheres, for lessons on system collapse and recovery. Rebuilding fisheries may be examined as a process of building and strengthening resilience. The challenge is to make the fishery social-ecological system more resilient, with more flexibility and options, not only within fishing activities but also within a range of other sectors.

RESUMO:A resiliência, como propriedade de sistemas socioecológicos, está relacionada à capacidade que tais sistemas têm de se adaptar e lidar com perturbações. Este estudo examinou as características presentes em uma comunidade de pescadores artesanais por meio de alguns indicadores de resiliência (flexibilidade, capacidade de organização e capacidade de aprendizagem). O indicador flexibilidade representa a dependência econômica em relação ao recurso natural; o indicador capacidade de organização informa a respeito da participação em tomadas de decisão e em organizações comunitárias; e o indicador capacidade de aprendizagem refere-se à percepção das alterações ambientais em função da atividade humana. De forma conjunta, esses indicadores podem informar sobre a capacidade adaptativa da comunidade e sua relação com a gestão do recurso. Para esta investigação, entrevistas semiestruturadas foram realizadas nos meses de janeiro, abril, julho e agosto de 2012 na comunidade da Praia Grande e entorno (Paraty/RJ) (n = 22). Quanto ao indicador flexibilidade, 59,1% dos pescadores entrevistados têm outra forma de obtenção de renda, sendo o turismo a principal delas (36,4%). A maioria (77,2%) utiliza mais de uma tecnologia de pesca, o que pode tanto favorecer a diminuição da pressão sobre o recurso pesqueiro como ter efeito contrário, se for o caso do uso de tecnologias mais intensivas, como o arrasto. Acerca da capacidade de organização dos pescadores, foi identificada e discutida a baixa participação em relação às tomadas de decisão em relação à pesca, em especial pelo fato de a área de estudo estar situada em um contexto de conflitos socioambientais com unidades de conservação. Quanto à capacidade de aprendizagem, os resultados indicam que os pescadores percebem a atividade humana como agente responsável por alterações no ambiente natural e sugerem diferentes soluções diante do decréscimo de cada espécie-alvo.
