A Região Hidrográfica Amazônica apresenta um panorama de acentuada fragilidade organizacional dos setores públicos relacionados à Governança da Água e da Ameaça Hídrica. A necessidade de um sistema de Gestão Integrada e Participativa dos Recursos Hídricos e a setorização de políticas públicas contribuem para um contexto de insustentabilidade ambiental para a Gestão Hídrica. Assim, a ambientalização dos Recursos Hídricos e a regência da Água configuram a factual Gestão Territorial dos Recursos Hídricos. O objetivo deste artigo é demonstrar o processo de ambientalização dos Recursos Hídricos e governança da Água na Amazônia Brasileira a partir da operacionalização do Índice de ambientalização dos Recursos Hídricos na Amazônia Brasileira. Este método foi constituído a partir da implementação de uma Inteligência Artificial baseada em Árvore de Decisão. Essa estratégia beneficiou-se de dados do Índice de Ameaça Hídrica, percentual de desmatamento, percentual de barragens e percentual de áreas destinadas à agricultura comercial, resultando em um modelo de tomada de decisão capaz de auxiliar o desenvolvimento regional dos países Amazônicos.
