The study exposes the issues with managing land and forest resources in the Arctic region. Among them are the inability to estimate the cost of forest resources, the conversion of forestry lands into industrial lands, the consequences of renting forest lands, an insufficient forestry inventory, a small number of employees of the State Forest Protection Service, and underdeveloped infrastructure. The main statements of the Arctic Hectare Program are reviewed, which give the possibility of granting land plots primarily located in forest areas. The program is discussed in comparison with the analogous Far Eastern Hectare Program. The development of the Arctic Hectare Program is expected to preserve and increase the popularity of the Arctic region in the future. However, the efficient use of the land requires the improvement of transport infrastructure. The internet site, Geoportal, is used for an analysis of the primary disadvantages of geoinformation systems for selecting land plots in the Arkhangelsk region, which is a part of the Arctic zone of the Russian Federation. The website was established within the Arctic Hectare Program. The article provides suggestions for additional functions of the public cadastral map. It also reveals the reasons for the absence of a methodology for estimating forest resources, including Arctic tundra vegetation. Furthermore, the difficulties with the forest land delegation are observed in relation to the implementation of investment projects in mining, fuel, and energy areas, the development of transportation infrastructure, and the formation of environmental protection zones. The aim of the work is to study the coordination of the growth rates of the use of digital technologies in agricultural organizations and the efficiency of agricultural production in farms of all categories of the Russian Federation. Based on Rosstat data and our own calculations, the chain growth rates of indicators for 2019-2022 have been studied. With the growing number of organizations by type of activity, agriculture, forestry, hunting, fishing, fish farming in the Russian Federation, their costs for information and communication technologies, and for the purchase of telecommunications equipment are increasing. but they reduce the cost of purchasing software in the face of anti-Russian sanctions, a pandemic and shock effects. The instability of the development of organizations in the information infrastructure is associated with a decrease in the number of personal computers per 100 employees and the number of organizations using broadband Internet access. The coordination of the growth rate of potato, sugar beet, and sunflower seeds yields with the growth rate of organizations’ costs for the purchase of telecommunications equipment has been established. The dynamics of vegetable yields is coordinated with the dynamics of organizations’ expenditures on information and communication technologies.

The purpose of this article is to consider the prospects for the integration of blockchain and artificial intelligence (hereinafter referred to as AI) as an innovative approach to modernisation of various economic sectors. The authors analyse the possibilities of using this technological merger to optimise business processes, increase transparency and reduce transaction costs in different sectors, including finance, healthcare, transport, energy, etc. Particular attention is paid to the benefits of synergy between AI and distributed ledger technology, which allows for more efficient and sustainable systems of managing data and assets. The research object in this article is the process of integrating blockchain and AI. The subject of the study is the effectiveness of modernisation of various economic sectors through the combination of these technologies. The research method is an analytical review of scientific publications and successful implemented projects. The results of the current article lie in the analysis of the advantages of integrating blockchain and AI as well as forecasting further prospects for the development of this area. The practical significance of the work consists in the fact that the obtained results can be used to design strategies and plans for the implementation of this technology integration into domestic business.
