The Age Limit Adjustment Act, which was adopted in 2007, constitutes a climax in the developments of a paradigm shift in pension policy towards remaining at work for longer. This development entails profound changes and restrictions on benefits for assured persons. In future, many of the insurable employed will not receive a pension without incurring deductions until they reach the age of 67. Both employers and employees are faced with new challenges if they wish to avoid pension reductions in the event of an early retirement and consequently possible precarious incomes at old age. Especially women need particular support in this regard, given that in structural terms, they are in a weaker position on the labour market.Against this background, a representative nationwide survey of 1,800 female workers born between 1947 and 1964 was commissioned by the New Quality of Work Initiative (INQA) and conducted by the Institute of Gerontology at the Technical University of Dortmund in cooperation with TNS Infratest in 2007. These cohorts are to be affected by the increase of the age limit from 2012 onwards. In addition to structural data, this survey studied the respondents’ assessment of their current ability to work and to continue to work until reaching the standard age limit. Further, the survey explored specific working conditions and strains of work. The results show that more than 40 % of the female respondents are sceptical about the conditions of being able to continue their current work until reaching their statutory age limit. The only moderate to poor workability and the consequential danger of having to leave work result e.g. from work-related strains which accumulate in certain sectors and professional groups. The creation of appropriate jobs for older workers as well as the implementation of a staff policy in companies, which is sensitive to demographic developments and individual circumstances, can contribute to maintaining and nurturing the workability.

We examine pre-1989 and post-1989 work-care models in Czech, Slovak and East German societies. Inspired by the institutionalist approach, we develop a framework that allows to analyze how, when and why two distinct work-care models evolved and persisted in the region. Once problems of the modernized gender model emerged, Czechoslovak and East German governments set the two countries on two distinct work-care policy paths. Consequently, fundamental differences in work-care practices and work-care related values and norms emerged between the two countries. Based on an examination of the institutional and cultural legacy, we explain why the transition from totalitarian to democratic regimes was accompanied by continuity in work-care models rather than radical departures from the previous models. In contrast to traditional institutionalist studies we point out that more recent institutional changes in the sphere of work-care policies in Czech, Slovak and East German societies did not occur as a consequence of the 1989 revolutionary period, but rather evolved in a period of relative stability. Zusammenfassung Wir untersuchen Arrangements der Aufteilung von Erwerbsarbeit und Kinderbetreuung in Tschechien, der Slowakei und Ostdeutschland, vor und nach 1989. Basierend auf dem institutionalistischen Ansatz untersuchen wir, wie, wann und weshalb sich zwei unterschiedliche Arrangements in dieser Region entwickelt und durchgesetzt haben. Als die Konflikte des modernisierten Gender-Modells offenkundig wurden, schlugen die politischen Entscheidungsträger in der Tschechoslowakei und der DDR verschiedene Pfade ein, um Erwerbsarbeit und Kinderbetreuung in Einklang zu bringen. Infolgedessen entstanden zwischen den Ländern grundlegende Unterschiede in der Kombination von Erwerbsarbeit und Kinderbetreuung und in den damit verbundenen Werten und Normen. Wir erklären ausgehend von der Analyse des institutionellen und kulturellen Erbes dieser Länder, weshalb der Übergang von einem totalitären zu einem demokratischen Gesellschaftstypus mit einem hohen Maß an Kontinuität in den Arrangements der Kombination von Erwerbsarbeit und Kinderbetreuung einherging. Ein zentrales Ergebnis unserer Untersuchung ist, dass neuere Änderungen der institutionellen Rahmenbedingungen der Vereinbarkeit von Beruf und Familie in Tschechien, der Slowakei und in Ostdeutschland nicht auf die massiven Umwälzungen im Zuge des Mauerfalles zurückgehen, sondern in einer Phase relativer Stabilität stattfanden.

This paper examines the development of female and maternal labor market participation in western Germany. We discuss major forces that contribute to a polarization and a convergence of educational differences in female employment behavior. The empirical investigation draws on data from the scientific-use-files of the micro-censuses from the years 1976 to 2004. Even though part-time and marginal employment rates have increased in recent years, no major changes in full-time employment patterns are discernable. Particularly, the least educated mothers show dramatic reductions in their working hours over time. Full-time employment is most common among highly educated mothers who also have highly educated partners. Given that the "dual earner model" establishes itself primarily among highly educated couples, this has major consequences for the accumulation of economic resources.
