Applying the Strategic‐Relational Approach to Urban Political Ecology: The Water Management Problems of the Baixada Fluminense, Rio de Janeiro, Brazil

Abstract: The complexity of water management requires an explanatory framework that is able to capture the multidimensionality of the relations between nature and society increasingly mediated by the state. The evolution of water problems in the Baixada Fluminense, a wetland area situated to the north of Rio de Janeiro, provides a paradigmatic example of how water management becomes incorporated into the fluid politics between state, nature and society. The local experience is examined by making use of the strategicrela… Show more

“…Moreover, misplacement is not a passive synthesis of displacement and replacement, but it is actually the third term of a highly idiosyncratic 'trialectics' (cf. Ioris 2012) and, therefore, has also become an active driving force in the process of place-making. For instance, the sense of misplacement in the Teles Pires is appropriated by the hegemonic groups and then used as justification for new rounds of capital accumulation under strong calls for efficiency, better logistics and competitiveness.…”

“…The reductionist conceptualisations of the role of the state and of its contested environmental agenda have constituted a main obstacle for the proper examination of the outcomes and the prospects of new water regulatory arrangements. Such approaches fail to appreciate the fact that water regulation unfolds through the prioritisation of some politico-institutional demands in a way that inscribes the balance of power in the management of water itself (Ioris, 2012). While the agencies of the state play a leading role in the assessment of environmental problems and in the formulation of water management responses, the work of the state also reflects multiple internal contradictions and political clashes (Poulantzas, 1978).…”

“…Nonetheless, the actions of INEA are notoriously contained by stronger government agencies involved in the promotion of resource exploitation, e.g. oil, urban http://www.ecologyandsociety.org/vol20/iss1/art5/ development, and infrastructure expansion (see Ioris 2012). A stronger focus on promoting proactive measures of land-use adaptation for flood prevention is required, because this agency is in a better position for designating environmental protection areas when adequate.…”
