Abstract: Though use of the controversial precautionary principle in risk management has increasingly been recommended as a guide for the construction of public policy in Canada and elsewhere, there are few data available characterizing its use in risk management by senior public policymakers. Using established survey methodology we sought to investigate the perceptions and terms of application of the precautionary principle in this important subset of individuals. A total of 240 surveys were sent out to seven departmen… Show more

“…Moving 'upstream' to prevention and precaution Much has been said elsewhere about the adoption of the concept of precaution within environment policy and practice (Marchant 2003; see also Wilson et al 2006 for a recent Canadian example). Yet, our study has shown that Canadian research has largely prioritized exposures to environmental contaminants from already existing pollution over research on more preventive solutions through environmental management and siting-related practices that are consistent with the precautionary principle.…”

“…In essence it is a form of sustainability risk management. The pre-cautionary principle has been well discussed in the sustainability literature [21] and is one of the central themes in assessing the sustainability of an initiative or project [22]. The precautionary principle would then seem to be a change management approach and driver to achieve sustainability for engineering projects.…”

“…The ‘precautionary principle’– most often applied to environmental policy – has been widely extended to health policy. This principle (where harms are possible, action should be taken before scientific proof of harm has been established) appears to have been widely adopted by policy officials in an attempt to reduce risk [57]. When applied to the blood system, the precautionary principle – due to risk aversion on the part of policy makers – has resulted in the adoption of very costly measures [58].…”
