The aim of this study is to ensure that the location selection of the officers of the personnel class in the Land Forces Command is effective and needs to be met to determine the criteria used in the selection of the place of appointment or which is the most important and to reveal the preference order to the officers making the choice. In this survey, a face-to-face interview technique and 10 subquestionnaires of captain majors were applied. In the questionnaire technique, the weights of the criteria were determined by using the Max100 method, then the values of the criteria were determined by the Max100 method, and the alternatives were graded and ranked by using grey relational analysis (GRA) method and PROMETHEE method which are multicriteria decision-making techniques. As a result of this analysis, the assignment locations are listed and the importance ratings of the criteria used in the selection of the assignment location are determined.

Availability is one of the most used terms in maintainability engineering. This concept is used to denote: The quality of service of an engineering system, i.e., machines, weak points' analysis, asset management, as well as making decisions in the process of life cycle management. Availability is an overall indicator and contains partial indicators that are oriented towards reliability, maintenance, and logistical support. Availability presents a variable value and changes in time and space. Usually, availability is shown as the coefficient of time use of the machine. This approach is not good enough because it does not go into the structure of the availability itself and requires a high level of IT support in system monitoring. In this sense, this paper will use the fuzzy theory and the corresponding analytic hierarchy process (AHP) multi-criteria analysis to present a conceptual and mathematical model for the assessment of availability based on expert judgment. The model will be shown in the case study (on the example) of bulldozers working in the open-pit lignite mine.Energies 2019, 12, 4044 2 of 18 defines availability as a measure of the degree to which an item is in an operable state and can be committed at the start of a mission when the mission is called for at an unknown (random) point in time. Availability, as measured by the user, is a function of how often failures occur and corrective maintenance is required, how often preventative maintenance is performed, how quickly indicated failures can be isolated and repaired, how quickly preventive maintenance tasks can be performed, and how long logistics support delays contribute to downtime [4].Achieving a satisfactory level of the machine availability in the use phase depends largely on appropriate maintenance procedures, logistical support, and the provision of appropriate means of maintenance. A variety of activities are involved in the attempt to reduce active and inactive maintenance time. The mentioned times are related to the maintenance work itself, as well as to the appropriate technical, logistical, and administrative waiting times. This requires appropriate efforts in planning and creating a realistic maintenance concept, a critical analysis of maintenance plans (maintenance levels, identification of needs, goals), defining requirements for logistics support tools (people, training, manuals, test, and auxiliary instruments, spare parts, etc.).In the last decades of the 20th century, the concept of dependability management [5,6] was developed by the International Electro-Technical Commission (IEC) in order to provide an integrated approach to managing and ensuring: Safety management, availability, reliability, convenience of maintenance, and maintenance support system. Featured Application: The paper presents a two stage, multicriteria-based methodology for evaluation of mining waste potential use that can be applied to any type of mining waste site. Abstract:The article describes the research on the analysis of the economic use of mining and processing waste produced and stored on the premises of active mining plants exploiting rock raw materials in the context of the reduce-recycle-reuse (3R) concept. To assess the potential economic applications of the investigated wastes, a two-stage methodology based on a multicriteria analysis using the Analytical Hierarchy Process (AHP) algorithm was proposed. Preliminary research produced an inventory of active mining plants storing mining and processing waste on their premises (62 locations). Then, preliminary qualitative analysis was carried out to assess mining waste locations at the environmental and social level consistent with the idea of circular economy-CE (20 locations). Next, in the first stage of the multi-criteria analysis, six directions of economic use of the investigated waste were analyzed and their significance was determined. These directions are use in road and railroad construction, construction, agriculture, reclamation and development of post-mining areas, food industry, and storage at landfills of mining and processing waste on the premises of a mining plant. In the result of the assessment of potential economic applications of mining waste, recommendations for directions of economic use were obtained for the six highest classified mining waste sites. The recommendations were determined in the second stage of multi-criteria analysis by deriving the local preferences (waste sites) for the alternatives (waste uses).concept is the optimization of the use of resources in accordance with the so-called 3R principle (reduce-recycle-reuse) [2,3].Territorial scope of the research carried out in the publication concerned the area of Lower Silesia, which is located in the southwest part of Poland (Figure 1). This region is the most interesting in Poland in terms of rich accumulation of rocks with diverse genesis and age. Additionally, over 90% of minerals extracted in Poland for the production of construction and road elements originate from deposits located in the Lower Silesia region [4]. The subject of the research are active mining plants, which extract and process rock raw materials, such as bentonites, dolomites, ceramic and refractory clays, crushed and dimension stones, vein quartz, phylite and mica schists, magnesites, sands, and gravels. The period covered by the study concerned the years 2010-2016.
