Researchers in public policy and public administration agree that policy integration is a process. Nevertheless, scholars have given limited attention to political aspects that facilitate or impede integration. This paper aims at filling that gap, by looking at how different theories of the policy process can help in explaining the process of policy integration as shaped by policy subsystems. By building on insights from theories of the policy process, we develop pathways regarding adoption and implementation in policy integration that account for the politicization and the role of actors and subsystems in the policy process. Our main argument is that policy integration is in permanent political tension with the sectoral logic of policymaking, which predominantly happens between actors in subsystems. Policy integration is, thus, not a single moment when those tensions are solved once and for all, but a political process that requires deliberate efforts to overcome the pull toward sector-specific problem definition, policymaking, implementation, and evaluation.

Today's complex policy problems are strongly characterized by interdependencies across sectors. Such interdependencies hamper the sustainable management of natural resources such as water. The protection of water resources exhibits manifold interlinkages, often with energy and food policy. Interdependent policy problems entail trade-offs across policy sectors and therefore present decisionmakers with a major challenge. In order to address this, the design of sustainable policy mixes should produce synergetic effects that contribute to both the protection of water resources and achieving the objectives of other interlinked policy sectors. However, it remains unclear why some policy mixes show significant flaws that prevent the achievement of sustainable outcomes. The contributions of this special issue step into this research gap and aim to explain variation in policy mixes and their contribution to sustainability.

An increase in population and water demand, climate change, and changes in land-use patterns are severe problems in Pakistan. Water management in Pakistan has been a provincial matter after the 18th amendment. Each province in Pakistan measures the water on its own intention and indicators. The current study aims to map the water scarcity status through the water poverty index (WPI) using the Multiple Indiactor Cluster Survey (2018) at the semi-arid districts in Punjab, Pakistan. WPI was estimated by using the components named “Resources,” “Access”, “Capacity”, “Use”, and “Environment”. Each component score was calculated using ifferent indicators, assuming equal weights for all components. Layyah (57.6) and RajanPur (48.03) had the best and worst situations among all districts in 2018. The findings showed that the absence of physical water resources in these districts is not the only factor of domestic water shortage but environment and capacity also plays a significant role in achieving the domestic water need. Due to their socioeconomic ineptitude, lack of infrastructure, and restricted access to water, the region is experiencing severe to high levels of household water poverty. This study's results showed that WPI is an operative tool to measure water scarcity and could be used to make an important priority for water management.
