Analyzing REDD+ as an experiment of transformative climate governance: Insights from Indonesia

Abstract: A B S T R A C TThis paper contributes to an emerging body of literature on policy experimentation and governance transformation processes. We use the example of REDD+ as consisting of policy experiments in an emerging domestic policy domain to understand obstacles to transformations in forest and climate governance. We ask two interlinked questions: to what extent did the establishment of the REDD+ Agency challenge 'business as usual' in Indonesia's forest and climate policy arena?; and what does this mean for… Show more

“…In developing countries, both deforestation and forest degradation are the largest sources of greenhouse gas emissions which accounts about 11-13% of all global CO 2 emissions during the last decade (Kaisa et al 2017). To overcome this problem, the United Nations Framework Convention on Climate Change (UNFCCC) designed a climate change mitigation action by reducing emissions from deforestation and forest degradation in its REDD + program (Eckert et al 2011).…”

“…REDD+ is a large scale governance experiment (Lederer, 2012), considered by some to be an experiment in transformative climate governance that leads to new perspectives by involving a diversity of actors and groups with different interests in policy implementation (Kaisa et al, 2017). Although REDD+ is not a panacea for climate change, the mechanism is considered a cost-effective approach for mitigation if compared to other alternatives (Angelsen & McNeill, 2012;Lederer, 2012;Phelps, Guerrero, Dalabajan, Young, & Webb, 2010).…”
