Support for the development of new technology-based business is a major challenge in Brazil. One reason is the change of the paradigm of an economy based on supply of commodities to an economy of developing and offering technology. In this environment, business incubators are presented as a key player in this process. However, incubators lack of infrastructure available for the technological development of products, as entrepreneurs begin to demand something beyond basic infrastructure. This article aims to classify research and development infrastructure models, based on the degree of importance earned by entrepreneurs belonging to incubators of technology-based companies in the state of Parana. An extensive literature review identified seven research infrastructure development models and discrete manufacturing products. These models were then classified by their features and practices. Following, a hierarchy was built, using the Analytic Hierarchy Process (AHP). Based on this hierarchy, an electronic questionnaire was designed and it was applied to 115 entrepreneurs belonging to 15 incubators of technology-based company, all located in the state of Parana. The responses were used for the construction of the weights of criteria based on the characteristics and analyzed practices. Finally, seven models were classified according to the AHP, providing incubator managers with the best options of laboratory models, according to the characteristics and needs.

Maritime transport in the European Union has increased in the last years, triggering congestion in many of the most important sea and river ports. A lot of works have highlighted how the connection between these ports and dry ports can contribute to reducing port congestion and emission of greenhouse gases (GHGs). This work aims to improve the knowledge about the functionalities of Terminal Operating Systems (TOSs) managing container terminals of sea, river, and dry ports, with the aim of improving their performance and contributing to reducing congestion and GHG emissions to achieve a higher sustainability. The contribution and novelty of this paper in the field of container-terminals logistics research is the use of the Analytic Hierarchy Process (AHP) to identify and hierarchize TOS functionalities. The robustness of the model was checked by applying a sensitivity analysis. One hundred and seven functionalities were grouped into six main clusters: Warehouse, Maritime Operations, Gate, Master Data, Communications, and ERP (Enterprise Resource Planning) Dashboard. The results show that time tracking of vessels, space optimization, development of loading and unloading lists, and optimization of container locations are the most important functionalities of a TOS. This work is addressed to developers, sellers, managers, and users of TOSs and researchers working on container-terminal performance.

Bonded Logistics Center (BLC) is a solution to overcome the inefficiencies of managing logistics. The main idea of the BLC policy is to place hoarding warehouses of exports and imports goods in the country ABSTRAKPusat Logistik Berikat (PLB) merupakan solusi untuk mengatasi inefisiensi pengelolaan logistik. Gagasan utama kebijakan PLB adalah menempatkan gudang penimbunan barang ekspor-impor di dalam negeri. Dengan demikian, industri dalam negeri tidak perlu mengimpor lagi saat membutuhkan bahan baku, barang modal, dan bahan penolong. Skema PLB menempatkan Direktorat Jenderal Bea dan Cukai sebagai regulator, sementara pelaksana di lapangan murni swasta. Sampai saat ini telah ditetapkan 34 PLB dari yang semula hanya berjumlah 12 PLB di seluruh Indonesia. Penelitian ini menggunakan metode Analytic Hierarchy Process (AHP) untuk menentukan lokasi di wilayah Provinsi Jawa Timur yang paling strategis dan memungkinkan untuk ditetapkan sebagai PLB. Dari hasil sintesis prioritas global didapatkan kesimpulan alternatif utama yang dipilih sebagai lokasi yang paling strategis untuk dibangun PLB di wilayah Jawa Timur ke depan adalah Gresik. Kemudian disusul secara berturut-turut oleh Banyuwangi, Tuban, Lamongan, dan yang terakhir Probolinggo.
