The marine environment pollution is becoming an important factor that restricts the sustainable development of mariculture in China. This study takes 10 Chinese coastal provinces (cities) as the study area, based on the rationalization and upgrading dimensions of industrial structure, and innovatively constructs an analytical framework of marine environmental pollution and offshore aquaculture structure to identify the intrinsic relationship between them; and introduces a spatial econometric model to alleviate the estimation bias caused by the public goods attribute of marine environment and improve the reliability of research conclusions. The results show that: (1) The rationalization of the offshore aquaculture structure in China is relatively weak, showing a “concentrated and contiguous” distribution pattern towards the developed aquaculture areas; at the same time, but the differences between regions are expanding; (2) The rationalization and upgrading of the offshore aquaculture structure are affected by the pollution of the marine environment. The degree of upgrading shows different trends; (3) There is a significant spatial adjacency and threshold effect of the negative impact of marine environmental pollution on offshore farming structure. However, due to the limitations of data, the accuracy of our data and the effectiveness of the measurement of industrial structure indicators still need to be improved. Therefore, governmental departments should consider the development of the surrounding areas as well as the pollution emission in the region, and jointly promote the optimization and adjustment of China’s offshore aquaculture structure through the construction of a coordinated management mechanism of marine pollution prevention and treatment.

By analyzing the mechanism by which industrial structure adjustment influences the reduction in pollution and carbon emissions (RPCE) in the Yellow River Basin, in this study, we calculated data for the RPCE in 57 prefecture-level cities from 2011 to 2020. Based on the Regression on Population, Affluence, and Technology (STIRPAT) model, we empirically examined factors affecting the RPCE in the Yellow River Basin. Additionally, different scenarios were established in order to simulate and predict the future trend of the RPCE in the Yellow River Basin. In the study, we found the following: (1) The RPCE in the Yellow River Basin shows a positive trend, with lower levels in upstream Gansu and Ningxia and particularly severe conditions in Zhongwei, Shizuishan, and Wuhai, making these key areas for RPCE. (2) Moreover, the RPCE effect of the advanced industrial structure in the Yellow River Basin is superior to that of the rationalized industrial structure, economic growth and population increases are conducive to RPCE, foreign investors in the Yellow River Basin tend to invest more in high-energy-consuming industries, and there is a “pollution haven” effect. (3) In terms of regional heterogeneity, the impact of industrial structure adjustment on the RPCE in the lower and middle reaches is greater than that in the upstream regions. (4) The acceleration of the transformation and upgrading of industry, stabilization of the population growth rate, and promotion of high-quality economic development are the optimal development paths for RPCE in the Yellow River Basin.

The high-quality development of the marine economy has become a realistic choice to stimulate the vitality of regional economic growth and achieve the goal of building a powerful nation in the marine economy. This study constructs an evaluation index system from efficiency, coordination, innovation, sustainability, openness, and shareability to analyze the high-quality development level and temporal-spatial heterogeneity of China’s regional marine economy from 2010 to 2018. Methods used in this paper are entropy, kernel density estimation, and partial spatial autocorrelation analysis. The results are shown as follows: (1) The high-quality development level of China’s regional marine economy shows a slow fluctuating and upward trend, coordination, sustainability, and innovation are the primary driving forces. The ranking of the three marine economic circles in the development quality of the marine economy is Eastern> Southern>Northern, the ranking of coastal provinces is Guangdong> Shanghai> Shandong> Zhejiang> Fujian> Tianjin> Jiangsu> Liaoning> Hainan> Hebei> Guangxi. The primary driving forces for Guangdong, Shanghai, Shandong, and Zhejiang leading other coastal areas are openness, efficiency, innovation, and sustainability respectively; (2) the temporal differentiation of China’s regional marine economy shows a dynamic evolution process that is obvious in the early stages, alleviating in the middle stage, and balance in the later stage; (3) the spatial zoning types and high-quality development paths of 11 coastal provinces are determined based on spatial differentiation: Shanghai and Zhejiang are high-value congregate types and named as demonstration regions, which should build global marine center cities with deepening regional cooperation and high-standard opening-up; Shandong and Guangdong are high-value discrete types and named as key engine regions, which should enhance the international competitiveness of the marine industry with scientific and technological innovation; Tianjin, Hebei, and Liaoning are low-value congregate types and named as potential zooming regions, which should improve the efficiency of marine resources utilization with regional cooperation; Jiangsu, Fujian, Hainan, and Guangxi are low-value discrete types and named as land-sea coordination regions, which should build a modern and characteristic marine industrial system coordinated with land and sea.
