COVID-19 has killed millions of people worldwide. As a result, medical and health resources continue to be strained, posing a great threat to people’s safety and economic and social development. This paper built the index system of influencing factors of medical and health resources containing the economy, population and society, and then classified Taiyuan into three types of regions by cluster analysis. The Gini coefficient, Theil index and agglomeration degree were then used to analyze the spatial distribution of medical and health resources allocation, and its influencing factors were studied by grey relational analysis. It was found that the population allocation of medical and health resources in Taiyuan was better than area allocation. Population has the greatest influence on the allocation of medical and health resources, followed by society and the economy. The more developed the regional economy, the more diversified the main influencing factors, and the more adjustment and control choices of medical and health resources allocation. Suggestions for optimal allocation were put forward in order to fully utilize the limited medical and health resources, effectively respond to the epidemic needs, promote the sustainable development of resources, protect the health of residents, and improve social benefits.

This paper studies whether there is a correlation between the richness of health manpower resource and the utilization efficiency of health resources. The number of health workers per thousand people was used to measure the richness of health manpower resources, and the BCC model of data envelopment analysis was used to calculate the relative health resource utilization efficiency of all cities in Hubei in 2019.To explore the correlation between the richness of health manpower resources and the utilization efficiency of health resources clearly, the correlation test was carried out. The results showed that the utilization efficiency of health resources was negatively correlated with the richness of health human resources in 15 cities except Wuhan, the provincial capital city, and Shennongjia. Therefore, it is considered that the richness of health manpower resources has an impact on the utilization efficiency of health resources, which may form a "resource curse", that is, the richness of resources may lead to the inefficient utilization of resources. It is suggested that the government should introduce policies to control the number of health workers in cities with low utilization efficiency and high resource abundance, encourage medical graduates to find jobs in cities which equipped with less health workers and high utilization, guarantee the health manpower in areas with less health workers, and promote the harmonious and balanced development of the whole province.

Background: Equity and efficiency in the distribution of health resources are the fundamental principles defended by the World Health Organization. This study aims to evaluate the fairness of health resources in Guangxi County, an undeveloped ethnic minority region in Western China. Methods: The Lorenz curve and Gini coefficient were calculated to evaluate equity in the population, geographic and economic dimensions. The Theil index was used to measure the fairness of the health resource allocation between the three economic regions. Results: From 2016 to 2020, the total amount of health resources in Guangxi County has increased steadily, and there has been a relatively fair distribution of health resources. The degree of equity according to the geographical area is lower than the population. The equity of health technicians was better than that of hospitals. Conclusion: Distinct regional disparities has existed in the distribution of health resources in Guangxi County, which is mainly reflected in the geographic distribution of health resources. To increase the equity of health resources, the government should comprehensively consider the geographical and demographic factors together in different regions.
