“…Over the course of years, although different ministries have advocated preparation of specific sector plans such as Slum Redevelopment Plan, Comprehensive Mobility Plan, City Sanitation Plan, Coastal Zone Management Plan, Environmental Conservation Plan, Riverfront Development Plan, Heritage Conservation Plan, and Tourism Master Plan, they struggle to integrate these plans and in overall spatial planning aspect of cities (Ministry of Urban Development, 2020).
