Analysis of tugboat operation and towage fees in a Taiwanese port and alternatives for improving tugboat operation by the Delphi method

Abstract: The purpose of this article is to analyze the towing operation problem and towage incomes of the Kaohsiung port in Taiwan, and then propose feasible improvement alternatives for making tugboat operations more smooth and efficient, solving the problem of port congestion, and enhancing the port’s navigational safety. First, by analyzing 23,336 sets of actual data of merchant vessels entering/exiting the port of Kaohsiung and the 28,787 sets of actual data of tugboat operation at the second channel of Kaohsiung p… Show more

“…The deficiencies in the marine systems (Floating crafts, Navigational Aids, Wet Infrastructure and Expertise) have a negative impact on the overall performance of the port supply chain. Bureaucratic systems of regulations stifle agility in the execution of marine services in ports resulting in delays in shipping (Chou et al 2020) reviews TNPA performance during quarterly performance reviews. The WEGO was aimed at providing incentives for marine services to improve performance, yet WEGO received criticism from port users who cite insufficient motivation for the TNPA to improve productivity as the authority passes costs to port users (Gumede & Chasomeris 2015).…”

“…Ship docking is an important operation in the shipping business and greatly impacts port and terminal performance (Miletić, Debelić & Rathman 2015). Pilots require the assistance of tugboats to dock the ship safely in ports, an operation also known as a towage operation (Chou, Wen & Huang 2020;Miletić et al 2015). Tugboats are small compact ships used to assist big commercial vessels in navigating narrow port channels in ports around the world.…”

“…Therefore, the target ship is selected specifically with 73,910 DWT. According to the distribution of vessel types reported by Chou et al 46 most vessels entering and exiting the port of Kaohsiung in Taiwan are containerships (75%), followed by the bulk carriers (7%), general cargo ships (6%), and other types of vessels (12%). Therefore, both target ship and own ship in the simulation are containerships.…”
