This study aims at identifying the types of new normal protocol signs placed at Sanur Port, Denpasar City, Bali Province, and analyzing the compositional meanings of the signs based on the linguistic landscape approach. The outdoor public signs at Sanur Port, Denpasar City, Bali-Indonesia were the source of data in this study. All types of outdoor signs were taken in a specific given territory marked by two gates of entrances to access Sanur Port, the Northern gate on Matahari Terbit Street and the Southern gate on Hangtuah Street. The public signs were collected by the documentation method. The photos were taken in November 2021 by the researchers. The data in this study were analyzed qualitatively based on the multimodal approach, specifically the compositional meanings since the new normal protocol signs were possibly viewed from the social semiotic visual displays. The information value, framing, and salience are the parts of the analysis. The results show that there were nineteen outdoor signs related to health protocols in the new normal situation placed at the Sanur Port area categorized into two types, they are the government and private signs with the dominant language used was Indonesian. The government public signs were dominantly placed around the area of the Southern Gate. It was related to the social condition in which a long time ago that Gate was the main entrance to enter Sanur Beach, and the ticketing desks were placed nearby the Southern Gate, despite the fact that the parking lots are larger in the Northern Gate area. Two private signs were permitted to be placed at the Sanur Port, even though there were only four locations as the placement of the wash basin with the verbal messages. It is considered that they had the permission from the authority of Sanur Port and Sanur Village as they gave contribution to the village.

Pengembangan wisata kebugaran di Indonesia haruslah menjadi prioritas utama pasca keterpurukan pariwisata ketika pandemi COVID-19 berlangsung. Berbekal pada potensi masa depan yang menggiurkan baik pada ranah global maupun domestik, sektor wisata kebugaran di Indonesia dapat menjadi kekuatan perekonomian negara. Namun, dengan adanya potensi yang gemilang juga diperlukan kondisi masyarakat yang matang guna mengelola potensi yang ada. Tulisan yang ditulis dengan metode kajian literatur secara naratif ini berusaha menganalisis pengembangan masyarakat berbasis aset atau Asset-Based Community Development (ABCD) sebagai pendekatan yang tepat bagi pemberdayaan masyarakat tersebut. Kemudian hasil analisis menunjukkan potensi masa depan wisata kebugaran Indonesia, langkah-langkah pengembangan ABCD, hingga tantangan pemberdayaan masyarakat yang ada. Tulisan ini kemudian menyimpulkan bahwa ABCD dinilai sebagai pendekatan yang tepat bagi pemberdayaan masyarakat guna pengembangan wisata kebugaran di Indonesia. Kata kunci: Pengembangan Masyarakat berbasis Aset , Pemberdayaan Masyarakat, Wisata Kebugaran. The development of wisata kebugaran in Indonesia must be the first priority after the loss of the tourism sector during the COVID-19 pandemic. With the future opportunity both in the global and domestic spheres, the health tourism sector in Indonesia can become the strength of the country’s economy. An advanced community condition is also needed to manage the existing opportunity. This paper, written using narrative literature review, attempts to analyze Asset- Based Community Development (ABCD) as the right approach for community empowerment. Then the results of the analysis show the future opportunity of Indonesian wellness tourism the steps for developing ABCD, and the challenges of community empowerment that exist. This paper then concludes that ABCD is considered the right approach for community empowerment for the development of health tourism in Indonesia. Most Western models of well‐being focus only on social, mental, financial and physical well‐being. Collecting data on how tourism‐dependent communities in the South Pacific had adapted to the dramatic impacts of the pandemic, we became aware of the significance of spiritual and environmental dimensions of well‐being. We also identified several Pacific well‐being models that incorporate these dimensions. This article thus examines how COVID‐19 lockdowns influenced the spiritual and environmental well‐being of Pacific peoples living in tourism‐dependent areas. It demonstrates that many people were able to adapt well despite dramatic changes in their financial situation and restrictions on their mobility. They often showed deep appreciation about having more time for religious practices and to care for others in their communities, and they enjoyed working more with nature, on the land or in the ocean, and looking after the environment. We conclude that if the tourism industry can rebuild in ways that support spiritual and environmental well‐being, this could mean tourism will be appreciated more by resident communities as something which compliments – rather than competes with – their culture and way of life.
