Industrial agglomeration is a major source of regional economic development and the main pattern enterprises employ after having developed to a certain stage. Industrial agglomeration also affects the emissions of air pollutants in production. Based on provincial panel data for China from 2006 to 2019, this paper introduces the full generalized least squares (FGLS) panel econometrics model. By considering spatial correlation, the potential endogenous problem has been controlled using the instrumental variable and the effects of the co-agglomeration of manufacturing and producer services on three major air pollutants, i.e., SO2, PM2.5, and NOx, have been empirically estimated. The empirical results show that: (1) The agglomeration of manufacturing increases the emission of PM2.5 in the air, while the agglomeration of producer services and the co-agglomeration of manufacturing and producer services reduce it. Moran correlation index test showed that SO2 and NOx had no significant spatial correlation. (2) The agglomeration of manufacturing, the agglomeration of producer services, and co-agglomeration exert the most significant effects on PM2.5 in the air in central and western China. This is probably because of the availability of basic natural resources in these areas. (3) The energy consumption structure mediates the effect of the agglomeration of manufacturing on PM2.5, and human capital mediates the effect of the agglomeration of producer services on PM2.5 emissions. Based on the results, policy suggestions to improve the atmospheric environment during the process of industrial agglomeration are proposed.

The spatial transfer pattern and dynamic mechanisms of pollution-intensive industries are key issues for national and regional sustainable development. Although previous studies have emphasized the impact of environmental regulations on the transfer of pollution industries, there is a lack of firm-level analysis of the combined effects of different types of environmental regulations and other factors on them, which has led to the pollution haven hypothesis remaining contested. In order to provide micro evidence to test the pollution haven hypothesis, this paper reveals the temporal and spatial evolution of pollution-intensive foreign firms’ distribution in China, and explores the impact of heterogeneous environmental regulations on the location choices by using spatial analysis and zero-inflated negative binomial regression. The empirical results were as follows: Firstly, pollution-intensive foreign firms were highly concentrated in the eastern developed region and have a strong path dependency in China. Secondly, environmental regulations, especially the market-based environmental regulation, had a significant negative impact on the location choices of pollution-intensive foreign firms. Thirdly, the spatial distribution of pollution-intensive foreign firms was strongly influenced by new economic and geographic factors. Fourthly, pollution-intensive foreign firms have a significant pollution border effects in developed regions but not in economically less-developed regions due to transportation costs. The governments are expected to adopt heterogeneous environmental regulations based on the level of regional economic development to avoid the pollution haven phenomenon, thus achieving a sustainable development.

Trade Openness and Green Total Factor Productivity in China: The Role of ICT-Based Digital Trade

The vigorous development of modern information and communication technology (ICT) has driven the digital trade featured by the ICT technique and industry as the carrier. This study empirically tests the impact of ICT-based digital trade openness on green total factor productivity (GTFP) by selecting ICT as the representative digital trade data of 30 provinces in China over the timespan 2002–2018. We employ the slack-based model and global Malmquist–Luenberger (SBM-GML) estimation method to calculate the provincial GTFP and explore the heterogeneous impact of digital trade openness on GTFP through the scale effect, technology effect, and structure effect. In terms of empirical results, the panel fixed model and panel quantile estimation model both suggest the same findings. With the continuous expansion of the scale of digital trade, its scale effect has a significant inhibitory effect on GTFP, whereas the structure effect combined with human capital and the technology effect correlated with technological research and development (R&D) have a significant promoting effect on GTFP. The panel quantile regression model reveals that the interaction intensity increases gradually from a low quantile to high quantile. Further robustness tests also verify the consistency and stability of the results. Finally, the study puts forward corresponding practical suggestions for the construction of a high-quality open pattern of digital trade and the coordinated development of GTFP. The specific policy implications include the following: (1) Emphasize on the penetration and connection effect of the new generation of ICT, and strengthen the construction of enterprise informatization. (2) Expand digital trade openness and broaden the field of industrial cooperation. (3) Optimize the industrial structure of digital trade, and accelerate the development of core industries of digital trade. (4) Gradually promote the transformation of digital trade from relying on quantity and scale to product quality.
