Farmers in China generally have unreasonable fertilization behavior. Agricultural extension services are not only related to popularizing scientific fertilization technology but also affect farmers' subsequent technology use behavior to a great extent, which is a critical factor in promoting farmers' scientific fertilization. This study aims to clarify whether there are differences in the impact of agricultural extension services provided by different organizations on farmers' fertilization behavior, and to explore the feasible path of agricultural extension services to promote farmers' scientific fertilization. This study used the survey data of 1262 farmers in the main rice-producing areas of Hubei Province to empirically analyze the impact and mechanism of agricultural extension services on farmers' scientific fertilization behavior. The study finds that agricultural extension services have a significant positive impact on farmers' scientific fertilization behavior. Moreover, the impact of different agricultural extension service providers on farmers' scientific fertilization behavior varies. Specifically, the public sector and farmers' organizations have a more significant impact on farmers' scientific fertilization behavior than the private sector. The public and private sectors promote farmers' scientific fertilization behavior by increasing their value perception. These findings help clarify the influencing factors of farmers' fertilization behavior, clarify the path of agricultural technology extension services, and provide practical policy guidance for developing countries to reduce fertilizer effectively.

Agrochemical Input Behavior and Cleaner Production Adoption Willingness of Farmers in Beijing–Tianjin–Hebei, China

Beijing–Tianjin–Hebei is an important agricultural production area in China, and farmers’ agrochemical input behavior directly affects the risk of agricultural non-point source pollution and the effect of green agricultural development. Based on a questionnaire survey and field interview data, this study investigated the agrochemical input behavior of farmers in Beijing–Tianjin–Hebei, and analyzed its influencing factors. Using the Probit model, we carried out an empirical study on farmers’ willingness to invest in cleaner production of agrochemicals from four aspects: farmers’ characteristics, agricultural input, environmental awareness and technical cognition. The results showed that the kinds of fertilizer were mainly compound fertilizer, urea and organic fertilizer, and the fertilization method was mainly surface spreading, accounting for 50.6% of the total surveys; the number of agrochemicals was determined chiefly by agricultural sellers, accounting for 55.5%. The proportion of the guidance from technical departments in Beijing was higher than that of Tianjin and Hebei. The first influencing factor for farmers’ behavior towards agrochemical input was the pursuit of high yield and high profit, accounting for 24.9%, 22.6% and 26.0%, respectively. The guidance of relevant technical departments still did not fully cover the use of agrochemicals. The study also found that factors such as the price of farming materials, the price of agricultural products, family income, farmland facilities, government propaganda, technical training and subsidies all impacted the agrochemical input behavior. Pre-production technical guidance and farmers’ awareness significantly affected the willingness to adopt cleaner production. Technical training was helpful to improve farmers’ willingness to participate actively, and enhancing the pertinence of training played an important role in the adoption of cleaner production technology. In conclusion, the influencing factors of farmers’ agrochemical input in Beijing, Tianjin and Hebei were complex, and the scientific application level still needs to be improved. This paper finally discusses and puts forward some countermeasures and suggestions for agrochemical reduction and efficiency improvement.

Chemical fertilizers are important inputs in agricultural production. They not only increase crop yield but also bring many negative effects, such as agricultural non-point source pollution. Therefore, a scientific understanding of the regional differences in chemical fertilizer application and its environmental risks is of significance to promote China’s agricultural development. In this study, we analyzed the spatiotemporal pattern of chemical fertilizer application intensity (CFAI) in China since 2000, evaluated the environmental risks of provincial CFAI, and investigated the internal mechanism behind them. The results showed that the total amount and intensity of chemical fertilizer application in China from 2000 to 2019 presented a trend of increasing first and then decreasing. In 2000 and 2019, provincial CFAI in eastern China was generally higher than that in central and western China, and the environmental risks of provincial CFAI were spatially characterized by “high in the north and low in the south”. Factors such as poor soil conditions, unreasonable farming structure and backward fertilization methods are the main reasons for the continuous increase in the total amount and intensity of chemical fertilizer application, while the construction of ecological civilization and the transformation of society and economy are the main reasons for their decline. Finally, measures such as targeted fertilization, adjusting the use structure of chemical fertilizers, improving fertilization methods and replacing chemical fertilizers with organic fertilizers are proposed to promote the quantity reduction and efficiency increase of chemical fertilizer application in China.
